<br />In case the owner, agent, or person in con-

<br />one, member shall be appointed_ for: a. term

<br />one member for a term of five •years. Upon
<br />expiration of the term of -office of a meniber
<br />of, the Board,. his successor shall be appointed
<br />for a., term of five years. Vacancies shall, lie
<br />filled for an unexpired terin in the manner
<br />in which the original, appointments , are `re-
<br />quired to be made. The Board may render
<br />any membeT Iiable. to immediate 'removal
<br />from office due to continued alisence.,ftom

<br />tute a quorum. In varying the 'application of
