PREFACE <br />The Regional Building Code is intended to apply to buildings <br />and structures other than one- and two-family dwellings and minor <br />buildings appurtenant to one- or two-family dwellings. The latter are in the scope of the Regional Dwelling House Code. The two Codes ?- <br />will supplement each other. References are made to the Regional y- <br />Dwelling House Code to avoid lengthy dupl'icafions. However, such <br />references have been kept to a minimum by repeating the applicable _ <br />Sections wherever convenient. <br />Like the Regional Dwelling House Code, the Regional Building <br />Code endeavors to follow the uniform pattern of nationally recog- <br />nized codes and standards. Performance standards have been included <br />wherever acceptable standards are available. - Provisions have been <br />made for the acceptance of new materials, methods of design, work- <br />manship or construction. It is the intent that these Codes may be kept <br />up-to-date by adopting an occasional rule and regulation suggested <br />by the Regional Board of Building Standards. <br />Normally, the amendments to this Code, that may be required ' <br />in the future to keep it abreast of the time, will be confined to Chapter <br />7, 1Vational Standards. There the standards are identified as to date ?-_ <br />or edition. Changes made in such standards may be reviewed and <br />readily accepted without amending the whole Code. <br />Preliminary drafts of this Code were submitted to the National <br />Board of Fire Underwriters, to several Federal Agencies and to a <br />number of national organizations, each representing some phase of <br />the building industry. Drafts were also submitted to many groups, <br />such as the local chapters or sections of engineering societies, the <br />American Institute of Architects, the Cleveland Building- and Con- <br />struction Trades Council, and Cleveland Plumbing Contractors <br />Association. • <br /> <br />Two review groups devoted hundreds of precious hours over the <br />? <br />past several years in providing constructive criticism of tfie Code <br />drafts. Both of these groups deserve the highest commendation for <br />their work, and the manner in which they cooperated with each <br />other. <br />One group was sponsored by the Cleveland Engineering Society, ' <br />which picked representatives of all technical organizations having an <br />active interest in building construction. Paul Ruth, AIA, served as <br />Chairman of this Technical Committee of Review. Others on this <br />committee were : <br />Arthur Baer, AIA; A. W. Bailey, CES; C.
