I also own an adjacent lot. <br />~: ~~Jhere were the planners when the State built the maintenance yard off S.O.M. <br />A: Mayor Endress - The State took the property. It was not planned. <br />Q: How much frontage is needed for a service station? <br />A: Mr. Abenroth - 200 feet frontage on a marginal road. <br />Q: Is the 650 foot road entrance from a turn off a Federal specification? <br />A: Mayor Endres -Yes. <br />Q: Howard Schulz - Can the Village condemn property to provide roads? <br />A: Mr. Edelman - Yes. ' <br />Q: Mr. Hajen - Do you have any detailed plans for the motorist service area? <br />A: Mr. Henry - Not yet. Any plan for this area must be submitted for approval. <br />Q: Mr. Stevenson - 6~lhere is the boundary of the Motor Service Area on [^Jilson Mills? <br />A: Approximately at the west line of the Cemetery. <br />Q: Mr. Lyons - What traffic increase will we have when l~Jilson Mills Road is the temporary <br />western terminum? <br />A: Mr. Henry - It will be considerable, but I cannot give you a figure. <br />Some loose and unjustified criticism followed regarding the interim plan. l~Jhy was not <br />a Master Plan completed before the former. After listening to a quantity of remarks and <br />cross conversation which were neither thought out nor of any direct bearing on our problem, <br />Mr. UJalter Hoag, stood up and in a strong and articulated voice carefully explained why the <br />interim plan must proceed a master plan and the strength of an interim plan. He said the <br />interim plan was a plan and a definite plan and it could stand on its own feet. It is <br />honey combed with restrictions and he proceeded to read some. However, we shall have a <br />comprehensive plan for the entire village in due course of time. After speaking, the entire <br />_~athering, gave Mr. Hoag a rousing hand of applause. <br />finally, Mr. Jim Parks asked who would pay for the roads and utilities. <br />A: Mr. Edelman - Our Zoning Ordinance has only to do with Zoning. It does not commit the <br />Village to pay any of those expenses/ <br />In other cross fire conversation, some of the residents on the South side expressed disa- <br />proval of an interim plan and wished to wait until we had a complete comprehensive plan. <br />Mr. Henry explained that the interim plan was part of the comprehensive plan and took care <br />of only one segement of the entire thing; that the comprehensive plan had not been approved <br />by the government and it would take two years for this to be completed; that the Zoning <br />Board would sit night after night and listen to complaints and be threatened with suits and <br />most likely taken to court if some plan was not forthcoming. <br />Mr. ,Sloan, our Councilman, then arose and spoke of the fact that in reference to this inter-~ <br />im plan he ~~,~ished to point out that Hill Top No. 1 only applied to the area 200 feet North <br />of the North side of Wilson Mills Road, which left the interim area with no sewer, no water; <br />that it would be five years at least before Hill Top~No. 2, and we were still in doubt as <br />to what area this would cover; and, therefore, this area could not develop until some of <br />these utilities were in. Mr. Sloan said that a request had been made to the Regional Plan <br />for the cost of rezoning the South side of [~Iilson Mills Road. This request was made at <br />the March meeting of Council. Mr. Sloan pointed out that if we were concerned for the <br />future; that all the land lying south of [Jilson Mills could have access to sewer and water; <br />that it was ripe for development; that Aintree Park could be considered along with the <br />other properties. P~Ir. Sloan pointed out also, that in the development of this property, <br />. T <br />tha~ <br />an access road to Ridgebury would no doubt open that area to the point that something could be c! <br />~-be done about the deplorable state of the present County Road. <br />_ .r. Edelman was much concerned over Mr. Sloan's talk and asked how the sewage was going to <br />be handled. I~~Ir. Henry said that Hill Top No. 2 would be a necessity unless we allow other <br />systems to come in; that in the meantime it would be a private venture. Asked about water, <br />Mr. Henry said that the Cleveland water policy had been broken in the Village. <br />
