? <br />RESOLUTION N0. 86-11 . <br />INTRODUCED BY: Mayor Carmen & Council as a Whole <br />( -? <br />A RESOLUTION OPPOSING THE PROPOSED <br />'- CHANGES BY THE CONSTRUCTION GRANTS <br />PROGRAM AND THE OHIO ENVIRONMENTAL <br />PROTECTION AGENCY TO REDUCE THE ANNUAL <br />CEILING ON AUAILABLE FUNDS FOR GRANTEES <br />UNDER THE CONSTRUCTION GRANTS PROGRAM. <br />WHEREAS, the Construction Grants Program has proposed a <br />change in the allocating formula for states receiving func3s under the <br />Program; and <br />WHEREAS, the Ohio Environmental Protection Agency has also <br />proposed a recluction in the limit on state funds available to any one <br />grantee from twenty five percent.(25%) to twenty percent (20%); and <br />WHEREAS, the aforesaid changes proposed by the Construction <br />Grants Program and the Ohio Environmental Protection Agency would <br />disrupt the orderly concurrent construction of the Heights/Hilltop and <br />Southwest Interceptors by reducing the funds available to the <br />Northeast Ohio Regional Sewer District to complete the project; and <br />WHEREAS, the Heights/Hilltop and Southwest Interceptors are <br />long overdue anc3 necessary improvements that will beneficially aff ect <br />a large portion of the Cuyahoga County population; now, therefore, <br />BE IT RESOLVED BY THE COUNCIL OF MAYFIELD VILLAGE, OHIO, THAT: <br />Section 1. The Mayor and Council of Mayfield Village, <br />Ohio, are strongly opposed to the changes proposed by the Construction <br />Grants Program and the Ohio Environmental Protection Agency in <br />reducing the funds available annually to a single grantee for the <br />reason that the proposed changes, if implemented, will delay the <br />construction of the Heights/Hilltop and Southwest Interceptors. <br />Section 2. The Clerk of Council is hereby authorized and <br />directed to forward a duplicate copy of this Resolution to Governor <br />Richard F. Celeste and to the Cuyahoga County delegation to the State <br />General Assembly and to the United States Congress. <br />Section 3. That the Council finds and determines that all <br />formal actions of this Council relating to the adoption of this <br />Resolution have been taken at open meetings of this Council; and that <br />deliberations of this Council and of its committees, resulting in such <br />formal action, took place in meetings open to the public, in <br />compliance with all statutory requirements including the requirements <br />of Section 121.22 of the Ohio Revised Code. <br />Section 4.
