RESOLUTION N0. 86- 39 <br />INTRODUCED BY: Mayor Carmen & Council as a Whole <br />A RESOLUTION DECLARING NEAT-LINE CO „ INC. TO BE <br />THE LOWEST AND BEST BIDDER FOR THE STRIPING OF <br />CERTAIN STREETS WITHIN THE MUNICIPALITY, <br />AUTHORIZ ING THE MAYOR AND DIRECTOR OF FINANCE TO <br />ENTER INTO A CONTRP,CT WITH SAID BIDDER IN AN <br />AMOUNT NOT TO EXCEED SIX THOUSAND EIGHT HUNDRED <br />SEVENTY SIX DOLLARS FORTY SIX CENTS ($6,876.46), <br />AND DECLARING AN EMERGENCY. <br />BE IT RESOLVED BY THE COUNCIL OF MAYFIELD VILLAGE, OHIO, THAT: <br />Section 1. In accordance with bids received pursuant to <br />advertisement as required by law, Neat-Line Com, Inc, is hereby <br />declared to be the lowest and best bidder for the striping of certain <br />streets within the municipality. <br />Section 2. The Mayor and Director of Finance are hereby <br />authorized and directed to enter into a contract with Neat-Line Co., <br />Inco in an amount not to exceed Six Thousand Eight Hundred Seventy Six <br />Dollars Forty Six Cents ($6,876.46) for the aforesaid project provided <br />that said contract is in accordance with the specifications upon which <br />the bid was received. <br />Secti.on 3. Council hereby declares that Neat-Line Co., <br />Inc. was the only bidder anc3, therefore, no other bids need be <br />rejected. <br />Section 4. That the Council finds and determines that all <br />formal actions of this Council relating to the adoption of this <br />Resolution have been taken at open meetings of this Council; and that <br />deliberations of this Council and of its committees, resulting in such <br />formal action, took place in meetings open to the public, in <br />compliance with all statutory requirements including the requirements <br />of Section 121.22 of the Ohio Revised Code. <br />Section 5. This Resolution is hereby declared to be an <br />emergency measure necessary for the immediate preservation of the <br />health, safety and welfare of the residents of Mayfield Village for <br />the reason that the contract authorized herein is necessary to <br />maintain effective traffic control throughout the municipality. It <br />shall therefore take effect immediately upon passage by the affirma- <br />tive vote of not less than four (4) members elected to Council and <br />approval by the Mayor or otherwise at the earliest time allowed by
