,+ <br />RESOLUTION N0. 85- 43 <br />INTRODUCED BY: Mayor Carmen and Council <br />A RESOLUTION URGING THE GENERAL <br />ASSEMBLY OF THE STATE OF OHIO TO <br />ENACT S.B. 88, H.B. 403, H.B. 410 <br />AND H.B. 418, ALL PERTAINING TO <br />AUTO THEFTS. <br />WHEREAS, the number of auto thefts has increased <br />dramatically over the past several years to epidemic proportions; and <br />WHEREAS, the effect of this criminal offense will be <br />reflected in increased auto insurance premiums; and <br />WHEREAS, S.B. 88 and H.B. 418 have been introduced into the <br />General Assembly of the State of Ohio which would further restrict <br />existing laws on salvage vehicle disposal and titling procedures; and <br />WHEREAS, H.B. 403 and H.B. 410 have also been introduced <br />into the General Assembly which would, respectively, create an Auto <br />Theft Strike Force within the State Highway Patrol and authorize peace <br />officers to inspect auto storage facilities without a warrant in order <br />to locate stolen vehicles; and <br />WHEREAS, the Mayor and Council of Mayfield Village have <br />determined that, if enacted, all of the foregoing legislation will act <br />to reduce the ability of auto thieves to market stolen parts and also <br />further protect unwary consumers from purchasing junk automobiles <br />rebuilt with stolen parts; now, therefore, <br />BE IT RESOLVED BY THE COUNCIL OF HAYFIELD VILLAGE, OHIO, THAT: <br />Section 1. The Mayor and Council of Mayfield Village, <br />Ohio, for themselves and on behalf of all residents of the <br />municipality, urge the General Assembly of the State of Ohio to enact <br />S.B. 88, H.B. 403, H.B. 410, and H.B. 418. <br />Section 2. The Clerk of Council is hereby authorized and <br />directed to certify a copy of this Resolution to Governor Richard F. <br />Celeste, Senate President Paul E. Gilmor, State Senator Lee I. Fisher, <br />and State Representative Ronald J. Suster, and in so doing to request <br />each such official to respond in writing to the issue raised herein. <br />Section 3. That the Council finds and determines that all <br />formal actions of this Council relating to the adoption of this <br />Resolution have been taken at open meetings of this Council; and that <br />deliberations of this Council and of its committees, resulting in such <br />formal action, took place in meetings open to the public, in compli- <br />ance with all statutory requirements including the requirements of <br />Section 121.22 of the Ohio Revised Code. <br />Section 4.
