RESOLUTION N0. 85- 62 <br />INTRODUCED BY: Mayor Carmen & Council as a Whole <br />A RESOLUTION OPPOSING THE MANDATORY <br />INCLUSION OF LOCAL GOVERNMENT EMPLOYEES <br />INTO THE SOCIAL SECURITY SYSTEM. <br />WHEREAS, United States Senator Dole has introduced a <br />proposal to include all current state and local government employees <br />mandatorily under the medicare portion of the social security system <br />and all newly hired employees under full social security provisions; <br />and <br />WHEREAS, the House of Representatives Budget Conference <br />Committee also has recommended that state and local government <br />employees be subject to full social security coverage; and <br />WHEREAS, the House Ways and Means Committee has recommended <br />that all new state and local government employees mandatorily be <br />included under the medicare portion of the social security system; and <br />WHEREAS, under current law, local and state governments have <br />the option of joining the social security system and the medicare <br />portion therein; and <br />WHEREAS, the cost implications for local governments not <br />already part of the system could well exceed millions of dollars and <br />unduly disrupts existing labor agreements; and <br />WHEREAS, the effective date of these proposals would be <br />January 1, 1986 which would have a potentially disasterous effect on <br />local government budgets previously adopted; and <br />WHEREAS, mandatorily including all state and local <br />government employees in the social security system erodes self- <br />determination by those governmental entities; now, theref ore, <br />BE IT RESOLVED BY THE COUNCIL OF HAYFIELD VILLAGE, OHIO, THAT: <br />Section 1. The Mayor and Council of Mayfield Village, <br />Ohio, do hereby urge the President and Congress of the United States <br />of America to oppose any proposal to include state and local govern- <br />ment employees into any aspect of the social security system and to <br />work actively to defeat any such proposal. <br />Section 2. The Clerk of Council is hereby authorized and <br />directed to forward a certified copy of this Resolution to President <br />Ronald W. Reagan, United States Senators Howard Metzenbaum and John <br />Glenn and United States Representative Edward Feighan. <br />
