RESOLOTION N0. 84- 24 <br />Page -2- <br />WHEREAS, ozone standard violations monitored more than six <br />(6) months af ter the December 31, 1982 deadline are not a legitimate <br />ground f or USEPA's proposal that the 1982 Ohio Revised SIP demonstra- <br />tion of ozone standard attainment by that date was erroneous; and <br />WHEREAS, the action of the United States Department of <br />Agriculture in designating Lake and Geauga Counties as Disaster Loan <br />Areas because of "drought and high temperatures" shows that these <br />Summer 1983 ozone standard violations occurred at a time when there <br />was a highly unusual incidence of weather conditions which propose <br />excessive levels of ozone; and <br />WHEREAS, if the Cleveland Area had experienced these highly <br />unusual meteorological conditions but had already received USEPA <br />approval of the 1982 ozone SIP revisions, approval of the SIP <br />revisions would not have been jeopardized by monitored data collected <br />during Summer 1983; and <br />WHEREAS, while the USEPA is proposing to disapprove the <br />Cleveland Area 1982 ozone SIP revisions and to reguire a mandatory <br />inspection and maintenance program, other major metropolitan areas <br />which experienced similar or worse ozone standara violations during <br />Summer 1983 are only being asked to review their SIP's and consider <br />adoption of controls which will reduce hydrocarbon emissions; now, <br />therefore, <br />BE IT RESOLVED BY THE COUNCIL OF MAYFIELD VILLAGE, OHIO, TAAT: <br />Section 1. The Mayor and Council of Mayfield Village, <br />Ohio, stronqly urge the Administrator of the USEPA and the Regional <br />Administrator of Region V of the USEPA to order the issuance of a <br />final rulemaking approving the 1982 Ohio Revised SIP for meeting the <br />ozone standard in the Cleveland Urban Demonstration Area. <br />Section 2. The Mayor and Council of Mayfield Village, <br />Ohio, do hereby further offer their full support to the Ohio EPA in <br />its effort.to obtain USEPA approval of the 1982 Revised SIP for <br />meeting the ozone standard in the Cleveland Urban Demonstration Area. <br />Section 3. The Clerk of Council is hereby authorized,and <br />directed to forward a certified copy of this Resolution to the United <br />States Environmental Protection Agency in Washington, D.C.; to Gary <br />Gulezian, Chief of the Regulatory Analysis Section, Air and Radiation <br />Branch, Region V of the United States Environmental Protection Agency, <br />230 So. Dearborn St., Chicago, Illinois 60604; to Fred Pizzedaz, <br />Executive Director of the Northeast Ohio Areawide Coordinating Agency, <br />1501 Euclid Avenue, Cleveland, Ohio 44115; to United States Senators <br />John Glenn and Howard Metzenbaum, and to request from each of the <br />aforementioned, a written response to the Resolution so certified.
