RESOLUTION N0. 88-13 <br />INTRODUCED BY: Mayor Carmen and Council as a Whole <br />A RESOLUTION URGING GOVERNOR RICHARD F. CELESTE TO <br />INTERCEDE IN THE RATE INCREASE REQUEST BEFORE THE <br />PUBLIC UTILITIES COMMISSION OF OHIO BY THE <br />CLEUELAND ELECTRIC ILLUMINATING COMPANY AND TOLEDO <br />EDISON COMPANIES IN ORDER TO INSURE THAT THE <br />STANDARD RATE REQUEST PROCEDURES ARE FOLLOWED. <br />WHEREAS, the Public Utilities Commission of Ohio (PUCO) is <br />currently considering a"quick negotiating process" with regard to the <br />rate increases being requested by the Cleveland Electric Illuminating <br />Company and Toledo Edison Companies, such a process being unprece- <br />dented in any and all of its previous actions; and <br />L9HEREAS, under the proposed utilities' ten (10) year rate <br />increase plan rates will increase approximately forty three percent <br />(43%) over that period; and <br />WHEREAS, such an increase, if 9ranted by PUCO, will be <br />devastating to business and industry, fixed income consumers, and the <br />overall economy of the Greater Cleveland Area, an economy still <br />struggling to regain its former health; now, therefore, <br />BE IT RESOLVED BY THE COUNCIL OF MAYFIELD V ILLAGE, OHIO, THAT: <br />Section 1. The Mayor and Council of Mayfield Village, <br />Ohio, on behalf of themselves and the residents of the community, <br />respectfully urge Governor Richard F. Celeste to intercede on behalf <br />of both the business and consumer communities to direct the Ohio <br />Public Utilities Commission to follow those procedures historical to <br />that Commission in considering rate increase requests and to cease and <br />desist in following a course of action that circumvents normal <br />fact-finding procedures and that is blatant in its total disregard for <br />the consumers of electricity in Northeast Ohio. <br />Section 2. <br />immediately fotward a <br />Richard F.
