RESOLUTION NO. 763 <br />BY: HR. DAVIS <br />A RESOLUTION OPPOSING THE ANNEXATION <br />OF A SUBSTANTIAL PORTION OF THE VILLAGE <br />OF HAYFIELD TO THE CITY OF HIGHLAND HEIGHTS. <br />WHEREAS, Julius and Charlotte Paris, within four days after they <br />allegedly became electors in the Village of rlayfield, filed with t he Board of <br />County Commissioners of Cuyahoga County a Petition to Annex over 160 acres of <br />land in the Village of Mayfield to the City of Highland Iieights, and Council <br />believes that said persons moved into the Village for the sole purpose of filing <br />this Petition for Annexation, and <br />WHEREAS, the proposed annexation would not merely correct a boundary <br />line, but would annex an unreasonably large portion of territory to the City of <br />Highland Heights not based on any reasonable plan of division, and <br />WHEREAS, both municipalities, after solemn agreements, apssed Ordinances <br />several years ago making the center line of the freeway known as Interstate 271 <br />(north of Wilson Mills Road) their common boundary line, and the proposed annexation <br />would violate the terms of this agreement, and <br />WHEREAS, the proposed annexation would isolate the northern portion of <br />the Village of Mayfield from the southern portion thereof and make it necessary <br />for Hayfield's Police, Fire and Service employees to pass through a substantial <br />portion of another municipality in order to service the northerly end of the <br />Village of Mayfield and would particularly handicap the police officers in the Village <br />of Mayfield in policing the interstate highway, and <br />WHEREAS, the Village of Mayfield now contains over 35% of territory <br />which is exempt from taxation (including Metropolitan Parks and cemeteries), and <br />the loss of further territory would cause the Village of Mayfield to suffer a <br />staggering loss of income from both real estate and income taxes and would impose <br />an unreasonable burden on the other property owners in the Village if the necessary <br />services are to continue to be maintained, and <br />WIIEP.EAS, the territory sought to be annexed was originally zoned for <br />residential purposes and then caas, in 1962, re-zoned by Council of the Village of " <br />Mayfield for industrial purposes, only after comprehensive study was made, with <br />the aid of the Regional Planning Commission, and at great expense to the Village, <br />and after much effort and many meetingtson the part of its public officials, and <br />WHEREAS, the City of Highland Heights already has two industrial parlcs <br />
