RESOLUTION N0. 89-51 <br />INTRODUCED BY: Mayor Carmen and Council as a Whole <br />A RESOLUTION <br />APPROVING THE ALTERNATE METHOD OF <br />DISTRIBUTION BY THE CUYAHOGA COUNTY <br />BUDGET COMMISSION OF THE LOCAL <br />GOVERNMGNT REVENUE ASSISTANCE FUND <br />OF THE COUNTY AND DECLARING AN EMERGENCY <br />WHEREAS, pursuant to Section 5747.63(A), Revised Code, the Cuyahoga <br />County Budget Commission needs the approval of a majority of the legislative <br />authorities within the county of the method of distribution utilized by the <br />Budget Commission for the Local Government Revenue Assistance Fund (LGRAF), <br />and <br />WfEREAS, the alternative formula for apportionment of LGRAF utilized by <br />the Cuyahoga County Sudget Commission consists of the following: <br />A guaranteed "base allocation" which will be adjusted <br />annually and the "excess" above the base allocation. <br />The excess allocation is determined by employing four <br />equally weighted statistical factors which are entirely <br />objective and subject to simple verification. <br />The four statistical factors employed in allocating the excess are: <br />1) Population - Accessed Value Per Capita <br />2) Population - Per Capita Income <br />3) Population x Population Density <br />4) Wel£are Recipients <br />Because the LGRAF has no history to predicate a base allocation this fund <br />will be distributed according to the above mentioned excess formula until a <br />three year history can be determine at which point there will be a guaranteed <br />base allocation and an excess allocation; <br />BE IT RESOLVED BY THE COUNCIL OF MAYFIELD VILLAGE, OHIO, THAT: <br />SECTION 1. This Council hereby approves the alternate method of distri- <br />bution for the LGRAF, mentioned above, for utilization by the Cuyahoga County <br />Budget Commission pursuant to Section 5747.63(A) of the Ohio Revised Code. <br />SECTION 2. The Clerk of Council is hereby authorized and directed to <br />forward a copy of the resolution to the Cuyahoga County Budget Commission <br />forthwith to meet the upcoming August 30, 1989 deadline.
