RESOLUTION N0. 89-51 INTRODUCED BY: Mayor Carmen and Council as a Whole A RESOLUTION APPROVING THE ALTERNATE METHOD OF DISTRIBUTION BY THE CUYAHOGA COUNTY BUDGET COMMISSION OF THE LOCAL GOVERNMGNT REVENUE ASSISTANCE FUND OF THE COUNTY AND DECLARING AN EMERGENCY WHEREAS, pursuant to Section 5747.63(A), Revised Code, the Cuyahoga County Budget Commission needs the approval of a majority of the legislative authorities within the county of the method of distribution utilized by the Budget Commission for the Local Government Revenue Assistance Fund (LGRAF), and WfEREAS, the alternative formula for apportionment of LGRAF utilized by the Cuyahoga County Sudget Commission consists of the following: A guaranteed "base allocation" which will be adjusted annually and the "excess" above the base allocation. The excess allocation is determined by employing four equally weighted statistical factors which are entirely objective and subject to simple verification. The four statistical factors employed in allocating the excess are: 1) Population - Accessed Value Per Capita 2) Population - Per Capita Income 3) Population x Population Density 4) Wel£are Recipients Because the LGRAF has no history to predicate a base allocation this fund will be distributed according to the above mentioned excess formula until a three year history can be determine at which point there will be a guaranteed base allocation and an excess allocation; BE IT RESOLVED BY THE COUNCIL OF MAYFIELD VILLAGE, OHIO, THAT: SECTION 1. This Council hereby approves the alternate method of distri- bution for the LGRAF, mentioned above, for utilization by the Cuyahoga County Budget Commission pursuant to Section 5747.63(A) of the Ohio Revised Code. SECTION 2. The Clerk of Council is hereby authorized and directed to forward a copy of the resolution to the Cuyahoga County Budget Commission forthwith to meet the upcoming August 30, 1989 deadline.
