M.V. Ord. 85-23 <br />14 <br />(ii) the statement setting forth the information <br />required by Section 103(1) of the Code, which shall be <br />based on the relevant information provided by the <br />Company. <br />The circumstances stated in Section 103(n)(12)(A) of <br />the Code with respect to the allocation of state limit are <br />correct with respect to the Bonds and the Mayor or the Fiscal <br />Officer is further authorized to provide, on behalf of and in <br />the name of this Legislative Authority, the certificate required <br />by Section 103(n)(12)(A) of the Internal Revenue Code. <br />(b) Transcript of Proceedings. The Clerk, or other <br />appropriate officer of the Issuer, shall furnish to the Original <br />Purchaser a true transcript of proceedings, certified by the <br />Clerk or other officer, of (i) all proceedings had with <br />reference to the issuance of the Project Bonds and (ii) any <br />other information from the records of the Issuer which may be <br />necessary or appropriate to determine the regularity and <br />validity of the issuance of the Project Bonds. <br />(c) Prevailing Wage Rates. As provided in Section <br />165.031, Ohio Revised Code, all wages paid to laborers and <br />mechanics employed on the Project shall be paid at not less than <br />the prevailing rates of wages of laborers and mechanics for the <br />class of work called for by the Project, which wages shall be <br />determined in accordance with the requirements of Chapter 4115, <br />Ohio Revised Code, for determination of prevailing wage rates; <br />provided, that should the Company or other nonpublic user of the <br />Project undertake, as part of the Project, construction to be
