CAftMEN Mayor December 30, 1985 To: Council From: Mayor Fred Carmen Re: Ordinance No. 85-27 After reviewing Ordinance No. 85-27 granting an across-the-board 8/5% raise to all employees I have concluded that said ordinance is not in the best interests.of Mayfield Village and have, accordingly, vetoed it. As discussed previously, there are several reasons for this action: 1) An 8.5% increase will cost the Village approximately $100,000. Due to the finite resources at our disposal I feel a portion of that money could be better spent on services for villagers. In particular, I think we need to consider spending a portion of that $100,000 on road repairs, traffic problems, and the addition of personnel in the police and f.ire departments. 2) After reviewing the pay ordinances and proposed pay ordinances of other surrounding municipalities, it is my understanding that their employees will be granted a maximum increase of 5.5%. Additionally, most articles which I have read on this subject indicate that.private industry is running about 4% with respect to increases granted. If parity is the goal of.granting a larger increase, I believe we must achieve parity over a long-term program. The "quick fix" proposed here will backfire by creating an inflationary spiral with respect to wages in other communities.. I have already received calls from two neighboring Mayors, both of whom read the News Herald article and informed me that they felt an 8.5% increase in Mayfield Village would have a seriously detrimental impact on their communities. For..the foregoing reasons I.believe that Council should re-evaluate Ordinance No. 85-27 and consider giving an:increase of 5.5% to employees.
