ORDINANCE N0. 86-15 <br />Page -11- <br />Council." <br />The question to appear on the ballot shall be as followsa <br />(L) Shall the Charter of Mayfield Village, Ohio, <br />be amended so that the Law Director is appointed, <br />or reappointed, by the Mayor every second year <br />commencing in the year 1988, that special <br />counsel be retained by the municipality only <br />after the Law Director has certified to the <br />Mayor and Council, in writing, that he is unable <br />or incapable of representing the municipality in <br />a specific matter and prohibiting the Law <br />Director from receiving any compensation for <br />services relating to any matter in which special <br />counsel has been retained; that the Law Director <br />shall be an attorney-at-law in good standing in <br />the State of Ohio for a period of at least five (5) <br />years preceding his appointment, but need not be <br />a resident of the municipality; and prohibiting <br />the Law Director from serving as Law Director <br />while serving in the same, or substantially <br />similar, position with an adjacent community <br />sharing a common border with Mayfield Village? <br />M. Shall Section 5 of Article V of the Charter of Mayfield <br />Village, Ohio, be amended by deleting the current Section <br />in its entirety and substituting therefor the following <br />wording: <br />"The Director of Finance shall be the head of the <br />Finance Department and fiscal officer of the <br />Municipality. He shall be provided such assistants <br />as the Council may from time-to-time deem necessary <br />and desirable. The Director of Finance and any <br />such assistance shall be appointed or removed by <br />the Mayor, subject to the confirmation by a majority <br />of the members elected to Council. Every second <br />year, commencing in the year 1988, the Mayor shall <br />either reappoint the Director of Finance or make a <br />new appointment, each of which shall be subject to <br />confirmation by a majority vote of the members of <br />Council. The Director of Finance shall serve the <br />Mayor and the Council as financial advisor in <br />connection with municipal affairs. The Director of <br />Finance shall keep the financial records of the <br />municipality, exhibiting accurate statements of <br />all monies received and expended, of all property <br />owned by the municipality, and of all taxes and <br />assessments. He shall be custodian of all public <br />money of the municipality, shall keep and preserve <br />such money in the place or places authorized by <br />
