ORDINANCE 86-21 <br />Page -2- <br /> <br />furthermore include a thorough and complete study of other non- <br />residentially zoned areas of the municipality and the community as a <br />whole as it affects the property described herein. Said study shall <br />then be included in a report to the Planning & Zoning Commission to be <br />used in its report and recommendation to the Council pursuant to <br />Ordinance No. 86-18. <br />Section 2. Following the receipt of the bids from the <br />professional planning and zoning consultants as set forth in Section <br />1, the Council shall then determine the professional planner to be <br />retained by the municipality. <br />Section 3. For the reasons set forth in the preamble <br />hereto and those set forth in the preamble to Ordinance No. 86-18, the <br />municipality shall not accept any plan for the development of the <br />subject property nor shall any permits issue for the construction of <br />any improvements thereon during the proceedings established in <br />Ordinance No. 86-18. <br />Section 4. That the Council finds and determines that all <br />formal actions of this Council relating to the adoption of this <br />Ordinance have been taken at open meetings of this Council; and that <br />deliberations of this Council and of its committees, resulting in such <br />formal action, took place in meetings open to the public, in <br />compliance with all statutory requirements including the requirements <br />of Section 121.22 of the Ohio Revised Code. <br />Section 5. This Ordinance is hereby declared to be an <br />emergency measure necessary for the immediate preservation of the <br />health, safety and welfare of the residents of Mayfield Village for <br />the reasons set forth in the preamble hereto.
