ORDINANCE N0. 87- 16 <br />Page -2- <br />(2) The purchase, sale, lease or transfer of property. <br />(3) The appropriation or expenditure of money or <br />promise to guarantee of payment. <br />(4) The assumption of any contract or obligation. <br />(5) The issuance and delivery of any bonds, obligations, <br />or other instruments. <br />(6) The levy or imposition of taxes, assessments or <br />charges. <br />(7) The establishment, naming, vacating, or grade level <br />of any street or public way. <br />(8) Dedication of property or plat approval. <br />(9) The annexation or detachment of territory. <br />(10) Any legislation enacted subsequent to May 17, 1987. <br />(11) Any existing legislation which requires public <br />notice, hearing or submission to the electorate. <br />Section 3e Pursuant to Section 123.01 of the Codified <br />Ordinances, the Clerk of Council shall post a copy of the Codified <br />Ordinances along with a copy of this Ordinance in the Village Hall. <br />Each section of the Codified Ordinances without a previous ordinance <br />or resolution history, or containing a subsection with the words <br />'°adopting ordinance", at the end thereof, indicates that the section <br />contains new matter ordained by this Adopting Ordinance. <br />Section 4. That the Council finds and determines that all <br />formal actions of this Council relating to the adoption of this <br />Ordinance have been taken at open meetings of this Council; and that <br />deliberations of this Council and of its committees, resulting in such <br />formal action, took place in meetings open to the public, in <br />compliance with all statutory requirements including the requirements <br />of Section 121.22 of the Ohio Revised Code. <br />Section 5. This Ordinance is hereby declared to be an <br />emergency measure necessary for the immediate preservation of the <br />health, safety and welfare of the residents of Mayfield Village for <br />the reason that there exists an imperative necessity for the earliest <br />publication and distribution of the Codified Ordinances to the <br />officials and residents of Mayfield Village so as to facilitate <br />administration and daily operation and avoid practical and legal <br />entanglements. It shall therefore take effect immediately upon <br />passage by the affirmative vote of not less than four (4) members <br />elected to Council and approval by the Mayor or otherwise at the
