The Director of Finance is hereby authorized <br />to draw warrants for payment of any of the foregoing appropriations <br />upon receiving the proper certificates and vouchers theref or, approval <br />by the Council of Mayfield Village or officers authorized by law to <br />approve the same, or by Ordinance or Resolution of Council to make <br />expenditures, provided that no warrant be drawn or paicl for salaries <br />or wages except to persons employed by authority of and in accordance <br />with law or ordinance. <br />Section 3. The Director of Finance, at any time during <br />calendar year 1987, is further authorized tos <br />(a) Transfer from the General Fund to the Recreation <br />Fund the sum of Five Thousand Dollars ($5,000.00)m <br />(b) Transfer from the General Fund to the Beech Hill <br />Fund the sum of Nine Thousand Three Hundred Dollars ($9,300.00) <br />Section 4. Ordinance No. 87-15 is hereby repealed in its <br />entirety. <br />Section 5. That the Council finds and determines that all <br />formal actions of this Council relating to the adoption of this <br />Ordinance have been taken at open meetings of this Council; ana that <br />deliberations of this Council and of its committees, resulting in such <br />formal action, took place in meetings open to the public, in <br />compliance with all statutory requirements including the requirements <br />of Section 121m22 of the Ohio Revised Code. <br />Section 6$ This Ordinance is hereby declared to be an <br />emergency measure necessary for the immediate preservation of the <br />health, safety and welfare of the residents of Mayfield Village for <br />the reason that the appropriations authorized herein are necessary to <br />maintain governmental services. It shall therefore take effect <br />immediately upon passage by the affirmative vote of not less than four <br />(4) members elected to Council and approval by the Mayor or otherwise
