RESOLUTION N0. 87- 39 <br />INTRODUCED BY: Mayor Carmen and Council <br />A RESOLUTION OPPOSING THE TRAUMA GUIDELINES AS <br />PROPOSED BY THE TRAUMA AND EMERGENCY COMMITTEE OF <br />THE CLEVELAND ACADEMY OF MEDICINE. <br />WHEREAS, scientific data has not been presented to support <br />the guidelines which advocate the mandatory by-pass of hospitals in <br />the Cuyahoga County area and these arbitrary guidelines would result <br />in actions which would be deleterious to the patient and lead to an <br />increase in morbidity and mortality; and <br />WHEREAS, hospitals known as "trauma centers" are recognized <br />by the Ohio College of Surgeons as having met that body's criteria; <br />however, the criteria permits staffing by residents who are students <br />in training who are not board eligible or board certified in an <br />appropriate medical specialty and often work as many as thirty six <br />(36) hours straight which often results in impaired judgment; and <br />WHEREAS, on-line medical direction is optimal for patient <br />care over arbitrary guidelines whereby each patient disposition may be <br />directed by the physician on a case-by-case basis as documented in the <br />county protocals; and <br />WHEREAS, while the problems of local liability are lightly <br />addressed by the academy there is great concern by Cuyahoga County's <br />chief executives over the ramifications of placing rescue squad <br />personnel in a "no win" situation with regard to decision-making; and <br />WHEREAS, the history of our local communities shows nothing <br />but positive efforts to purchase equipment and train personnel to <br />provide the best care possible and the quickest response to those in <br />need of rescue squad services; now, therefore, <br />BE IT RESOLVED BY THE COUNCIL OF MAYFIELD VILLAGE, OHIO, THAT: <br />Section 1. The Mayor and Council of Mayfield Village, <br />Ohio, do hereby express their opposition to the trauma guidelines as <br />proposed by the Trauma and Emergency Committee of the Cleveland <br />Academy of Medicine. <br />Section 2. The Clerk of Council is hereby authorized and <br />directed to forward a copy of this Resolution to the Trauma and <br />Emergency Committee of the Cleveland Academy of Medicine and to the <br />Clerks of Council for all municipalities who are members of the <br />Cuyahoga County Mayor's and City Manager's Association. <br />Section 3. That the Council finds and determines that all <br />formal actions of this Council relating to the adoption of this <br />Resolution have been taken at open meetings of this Council; and that <br />deliberations of this Council and of its committees, resulting in such <br />formal action, took place in meetings open to the public, in <br />compliance with all statutory requirements including the requirements <br />
