5 Building Department 1301.04 <br />1301.04 REVIEW OF PLANS BY MUNICIPAL ARCHITECT. <br />(a) At such times as the Building Commissioner shall deem it proper, the reviewing <br />of plans shall be arranged at which. time the Municipal Architect shall be present. <br />(b) Compensation shall be as provided by ordinance except that the Commissioner <br />may seek and obtain advice from the Municipal Architect on the other matters pertaining <br />to building without compensation. <br />(c) No person appointed to the position of Municipal Architect shall participate in the <br />review of, or give advice upon, any work of which he, his partner or professional associate <br />or associates, has any direct or indirect interest. <br />(d) All applications hereunder for building permits shall be submitted to the Building <br />Commissioner and he shall transmit them to the Municipal Architect, who shall receive, <br />review and advise upon all drawings, data, plans and blueprints in the order filed under <br />such published rules and regulations adopted by the Commissioner and the Municipal <br />Architect. <br />No application for a building permit shall be accepted by the Building Commissioner <br />or submitted to the Architect unless the lot or plot of land upon which the proposed building <br />or structure is intended to be situated is a complete and entire lot or sublot in a duly <br />recorded subdivision of land, unless and until a plat or map of the proposed building lot, <br />showing the relationship to surrounding lots and structures and streets shall have first <br />been approved by the Planning and Zoning Commission. . <br />Comprehensive drawings showing floor plans, elevations and location of the building <br />on the lot, driveways and walks together with the location of adjoining buildings on the <br />same or adjacent lot, and the proposed grades, must be submitted to the Commissioner <br />who shall transmit them to the Architect with the application for permit. <br />The Architect shall provide for a detailed report of all his proceedings, and shall <br />submit a copy of his recommendations to the Commissioner. <br />In cases where the Architect does not recommend approval of the applications, <br />the Architect shall suggest changes in plans as may be necessary to accomplish the <br />purposes of this chapter. In such instances, conferences with applicants may be held. <br />If, however, the Architect fails to act within thirty days after he has received the <br />application for a building permit, the Commissioner may then consider the application as <br />having been recommended for approval by the Architect. <br />(e) In reviewing plans and specifications, recommendations by the Municipal <br />Architect shall be based on the following general standards: <br />Ohio State Building Code in terms of its structural, mechanical, electrical, fire <br />prevention and other regulations; <br />Architectural control: The primary function of the Architect shall not be to <br />review exterior design, and to select materials and colors. However, insofar <br />as his function is to maintain property values in the neighborhood and to produce <br />sound tax values for the Municipality, he shall see to it that the general appearance <br />of all buildings and grounds are in keeping with good architectural and landscape <br />practices.
