M.V. ORDINANCE NO. 88- 44 Page -2- SECTION 2. The Director of Finance is hereby authorized and directed to draw warrants for payments of any of the foregoing appropriations upon receiving the proper certificates and vouchers therefor, approved by the Council of Mayfield Village, Ohio, or officers authorized by law to approve the same, or by ordinance or resolution of Council to make expenditures, provided that no warrant be drawn or paid for salaries or wages except to persons employed by authority of and in accordance with law or ordinance. SECTION 3. The Director of Finance is further authorized and directed to forward a certified copy of this Ordinance to the office of Cuyahoga County Budget Commission immediately upon its passage and signature by the Mayor. SECTION 4. That the Council finds and determines that all formal actions of this Council relating to the adoption of this Ordinance have been taken at open meetings of this Council; and that deliberations of this Council and of its committees, resulting in such formal action, took place in meetings open to the public, in compliance with all statutory requirements, including the require- ments of Section 121.22 of the Ohio Revised Code. SECTION 5. This Ordinance is hereby declared to be an emergen- cy measure immediately necessary for the health, safety and welfare of the residents of Mayfield Village, Ohio, for the reason that the action taken herein provides the continuing and necessary governmen- tal services. It shall, therefore, take effect immediately upon the passage by the affirmative vote of not less than five (5) members elected to Council and approval by the Mayor or otherwise at the earliest time allowed by law. /~ /f ~''~O BASILE, C~~z'ncil President ice.
