The Clerk of Council is hereby authorized and directed to <br />certify a copy of this Ordinance to the Cuyahoga County Board of Elections <br />not less that sixty (60) days prior to the regularly scheduled Primary <br />Election on May 2, 1989, in order to have the Ordinances and issues con- <br />tained herein placed on the ballot for this said Primary Election and to <br />take whatever other steps are necessary in order to comply with all directives <br />of the said Board of Elections in order to secure placement on the ballot as <br />aforesaid. <br />SECTIOAI 3. The Director of Law is hereby authorized and directed to <br />confer with the Board of Elections of Cuyahoga County, Ohio and the Secretary <br />of State for the State of Ohio, regarding the ballot question and to make any <br />changes necessary to comply with current election law so long as the substance <br />of any issue is not changed. In the event of the necessity of a substantial <br />change of any issue, the Council shall first be consulted. <br />SECTION 4. The Clerk of Council is hereby authorized and directed to <br />either mail a copy of the full text of the proposed Ordinances at least thirty <br />(30) days prior to the date of the election as set forth in this Ordinance to <br />each elector of the Municipality whose name appears upon the registration <br />books for the last regular election held in the Municipality or shall cause <br />the full text of the proposed Ordinances to be published once a week for not <br />less than two (2) consecutive weeks in a newspaper of general circulation in <br />the Municipality with the first publication being at least fifteen (15) days <br />prior to the election. <br />SECTION 5. The Council finds and determines that all formal actions of <br />this Council relating to the enactment of this Ordinance have been taken at <br />open meetings of this Council; and that deliberations of this Council and of <br />its Committees, resulting in such formal action, took place in meetings open <br />to the public, in compliance with all statutory requirements, including the <br />requirements of Section 121.22 of the Ohio Revised Code. <br />SECTION 6. This Ordinance is hereby declared to be an emergency measure <br />immediately necessary for the preservation of the health, safety and welfare <br />of the residents of Mayfield Village, Ohio, for the reason that the proposed <br />Charter Amendment presented herein must be timely filed with the Board of <br />Elections in accordance with current Ohio Law in order to allow the electorate <br />the opportunity to vote thereon. It shall, therefore, take effect immediately
