NO. 78-39 BY: Mr. Grogan AN EMERGENCY ORDINANCE AMENDING ORDINANCE NO. 78-17 PROHIBITING A RIGHT TURN AGAINST A STEADY RED SIGNAL AT WSLSQN MILLS AND S.O.M. CENTER ROADS BETWEEN THE HOURS OF 8:00 A.M. TO &:00 P.M. WHEREAS, Ordinance 78-17 restricted drivers of motor vehicles from making a right turn against a steady red signal eastbound on Wilson Mills Road at S.O.M. Center Road; and WHEREAS, the hazardous traffic conditions at said intersection precipitating the prohibited turn are prevalent only during the peak traffic hours between 8:00 A.M. and 8:00 P.M.; and WHEREAS, during the remainder of the day a right turn against a steady red signal would not create a hazardous traffic condition and would allow for the freer movement of traffi.c.;. now, therefore, BE IT ORDAINED BY THE COUNCIL OF THE VILLAGE?OF MAYFIELD VILLAGE, OHIO, THAT: Section 1. Ordinance 78-17 shall be amended to prohibit drivers of motor vehicles from making a right hand turn against a steady red signal eastbound on Wilson Mills Road at S.O.M. Center Road between the hours of 8:00 A.M. and 8:00 P.M. Section 2. Signs shall be posted at said intersection indi- cating that no right turn may be made on a steady red signal between the designated hours. Section 3. This is an emergency ordinance, immediate passage of which is necessary for the general health, safety and wel- fare of the residents for the reasons stated in the preamble. It shall therefore take effect immediately upon passage by the affirmative vote of not less than five (5) members elected to Council and approval by the Mayor or otherwise at the earliest time allowed by law.
