51 <br />Mr. Feneli stated a meeting has to be held or a con£erence by phone <br />to discuss the loan for the new Service Building. <br />m <br />Mr. Relic said he had spoken with Mr. Avery and plans are to go with <br />notes for $100,000 to be paid back by the end of the year or else <br />borrow the money as it is needed. <br />Mr. Relic said he would like Council to authorize the establishing of <br />a Service Building Construction Fund so an exact record can be kept of <br />the monies spente He would like a rule set that any expenditure over <br />$2500.00 be put out for bids and anything under this amount can be on <br />an informal bidding procedure. He has already received a bill for <br />$600.00 £rom Triggs and Associates for Geotechnical Engineering services. <br />He asked that all purchase orders and invoices be clearly marked. <br />Mr. Bennett commented there is a need to get these matters finalized <br />be£ore May lst to save the anticipated 10% increase. <br />? <br />Mr. Amendola stated he needed authorization to hire the excavating con- <br />tractor. The total cost would be around $10,000.00. <br />Ordinance 79-25, entitled: "AN EMERGENCY ORDINANCE AWARDING A CONTRACT <br />TO KING EXCAVATING COMPANY AS THE LOWEST AND BEST BIDDER FOR THE CLEAR- <br />ING AND GRADING OF THE SITE FOR THE NEW SERVICE BUILDING." Introduced <br />by Council as a Whole in title only. <br />Mr. Bordonaro, seconded by Mr. Boger, made a motion to suspend the rules <br />oP law requiring an ordinance to be read on three separate occasions. <br />Roll Call: AYES: All <br />NAYS: None Motion Carried <br />Rules Suspended <br />Discussion was held on what the job entailed. <br />Mr. Boger, seconded by Mr <br />-- 79-25. <br />Roll Call: AYES: All <br />NAYS: None <br />GENERAL COMMENTS• <br />Bordonaro, made a motion to pass Ordinance <br />Motion Carried <br />Ordinance Passed <br />Mr. Feneli stated the easement agreement for Oakton Cirlce sewer project <br />was completed. He would have a rough draft of legislation re the con- <br />version o£ apartments to condiminums for Council at next Caucus. <br />Chief Hejcl thanked Council for the addition of a full-time man. <br />Mr. Bordonaro complimented the Mayor on his latest addition of the V.O.V. <br />He said the V.O.V. is a one man job and thought it nice that he keeps it <br />going.
