? -?-???- <br />? <br />RESOLUTION NO. 79-47 <br />INTRODUCED BY: Mr. Boger <br />A RESOLUTION OPPOSING PROPOSED AMENDMENTS IN HOUSE <br />BILL 182 IN POLICE AND FIREMEN'S•PENSION FUND <br />RESULTING IN AN INCREASED COST TO MUNICIPALITIES <br />WITHOUT CONSENT OF SUCH MUNICIPALITIES. <br />WHEREAS, the Ohio LeqTSlature has assumed control of the <br />Police and Firemen's Pension Fund and the benefits derived therefrom, <br />for all Ohio municipalities; and <br />WHEREAS, the Ohio Legislature in the past has amended and modified <br />said pension fund and benefits derived therefrom, without consultation <br />with or approval by the municipalities and proposes additional such <br />amendments; and <br />WHEREAS, the costs o£ said pension fund have become increasinqly <br />siqnificant in the budgets of municipalities, as well as a greater proportion <br />of the total employee cost; and <br />WHEREAS, it is deemed unfair and a violation of the Home Rule <br />provisions for the legislature to have the power to unilaterally burden <br />the budgets of municipalities without the right of such municipalities <br />to decide their own employee benefits. <br />NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE VILLAGE OF MAYFIELD <br />VILLAGE, OH2O, THAT: <br />Section 1. The Ohio Legislature be directed to initiate legislation <br />to provide all municipalities the right to veto all benefit increases <br />made by the Legislature for pension benefits. <br />Section 2. House Bill 182 providinq for changes in pension <br />benefits be defeated as it would result in a substantial cost increase <br />for municipalities, and be contrary to the right of municipalities to <br />determine their own financial affairs and employee relations under the <br />Home Rule provisions of the Ohio Constitution. <br />Section 3. A copy of this Resolution be mailed to the Ohio <br />Municipal League, members of the Ohio House Health and Retirement Committee, <br />and the Charter municipalities in Cuyahoga County, Ohio, Representative <br />Matthew Hatchadorian and State Senator Anthony Calabrese. <br />RESOLUTION.'N0.79_47
