<br />Section 17. Any person, firm, or corporation using, storino or
<br />transporting explosives within the Village of Mayfield, Ohio, shall comply
<br />with all applicable provisions of the General Code of Ohio, and all regulations
<br />of the Industrial Commission of Ohio applicable thereto, which provisions
<br />are made a part of this Ordinance.
<br />Section 18. Nothing in this Ordinance shall be construed as applying
<br />to the regular military or naval forces of the United States, the authorized
<br />militia of this state, or to the members of the Police, and Fire Departments in
<br />the proper performance of their duty.
<br />Section 19. The Village Engineer shall make such rules and regulations
<br />to have the force and effect of law, which may be required to facilitate the
<br />administration and enforcement of the provions of this Ordinance to provide safety
<br />to life and limb of persona and the preservation of property. The rules and
<br />regulations formulated by the Village Engineer shall be published, and a copy filed
<br />with the Clerk-Treasurer, and the same are hereby adopted and incorporated herein
<br />as if set out at length herein, and from the effective date of this Ordinance, the
<br />provisions thereof shall be controlling within the limits of the Village of Mayfield,
<br />Ohio. Wherever the words "Safety Director" or :'Director of Safety" appear in the
<br />rules and regulations formulated by the Village Engineer, and filed with the
<br />Clerk-Treasurer, such words shall deem to mean "Village Engineer of the Village
<br />of Mayfield."
<br />Section 20. Pyrotechnics.
<br />(A) The term "pyrotechnics", whenever used in this Ordinance, shall
<br />be held to mean any sprinkler, squibb, rocker, firecracker, roman candle, fire
<br />balloon, railroad track torpedo, flashlight composition, fireworks, or other
<br />device or composition used to obtain visible or audible pyrotechnic display.
<br />(B) It shall be unlawful for any person to have, keep, store, use,
<br />manufacture, sell, handle, transport, or otherwise dispose of any pyrotechnic
<br />within the limits of the Village of Mayfield; provided, however,.that the Fire
<br />Chief, upon proper application made, may issue a permit to a properly quali£ied
<br />person or organization for giving a pyrotechnic display of firewoxks in public
<br />parks or other public places. Such permits shall impose such restrictions as
<br />in the opinion of the Fire Chief may be necessary to safeguard life and property.
<br />Section 21. Any person who shall violate any of the provisions of this
<br />Ordinance or fail to comply therewith any rules or order made thereunder, or who
<br />shall act in violation of any detail statement of specifications or plans submitted
<br />or approved thereunder, or any certificate or permit issued thereunder, shall
<br />severally, for each and every such violation and non-compliance, be fined not less
<br />than Fifty Dollars ($50.00), nor more than 'Fiue Hundred Dollars ($500.00), and
<br />each day that prohibited conditions are maintained shall constitute a separate
<br />of£ense, and shall stand committed until payment thereof. The imposition of one
<br />penalty for any violation shall not excuse the violation or permit it to continue,
<br />and all such persons shall be required to correct or remedy such violation of
