Leech <br />November 26, 1975 <br />TO: Members oP Council <br />I hereby veto Ordinance 75-27 in its entirety. My reasons <br />for the veto are setforth below: <br />1. The title, the third Whereas clause, the first paragraph <br />of Section 1 and Section 2(a) all provide that the <br />Codified supersede existing Village ordinances. <br />2. We have been assured by our Law Director that the Code <br />represents no change in existing law. Ordinance 75-27, <br />however, on its face adopts the contents o£ the Code <br />in place of all other ordinances inacted prior to <br />April 21, 1975. <br />, <br />3. I suggest that instead of inacting Ordinance 75-27 that <br />Council adopt an ordinance acknowledging that the Code <br />is similar to an index of all presently existing ord- <br />inances. Subsequent to such an ordinance, Council should <br />review the entire Code, make legislative changes therein <br />where.necessary, and then adopt an ordinance similar to <br />Ordinance 75-27.
