-5- <br />(2) No ordinance or resolution requiring more than one reading shall be put on <br />its final passage on the same day on which it was introduced, except emergency <br />legislation. <br />(3) All ordinances, except emergency legislation, shall have three separate <br />readings on three separate days. <br />(4) No ordinance shall relate to more than one subject, which shall be clearly <br />expressed in its title, and no ordinance or section thereof shall be amended or repealed <br />unless the new ordinance contains the title of the ordinance or section amended or <br />repealed. When practicab'le, ordinances shall be introduced as amendments to existing <br />ordinances or sections thereof. <br />(5) The rule requiring that an ordinance or resolution shall be read on three <br />different days may be dispensed with upon the affirmative vote of five of the members <br />of Council and the legislation may read by title only prior to its passage. <br />C. Amendments. <br />It shall be in order to amend an ordinance, resolution, or measure at any time, <br />but if amended after its second reading, it shall again be read as the second reading. <br />D. Suspension of Rules. <br />Any provision of these rules may be suspended at any meeting of Council by an <br />affirmative vote of five members except when a greater number is required by law or <br />by the rules of Council. <br />Section 4 <br />Rules of Debate. <br />A. Presiding Officer May Debate. <br />The Presiding Officer may debate from the chair, subject only to such limi- <br />tations of debate as are by these rules imposed on all members o£ Council, and shall <br />not be deprived of any ofthe rights and privileges of a Councilman by reason of his <br />acting as the Presiding Officer. <br />B. Securing the Floor; Improper References. <br />Every member desiring to speak shall address the chair, and upon recognition <br />by the Presiding Officer shall confine himself to the question under debate, avoiding <br />all improper personal references and indecorous language. <br />C. Interruptions. <br />A member, once recognized, shall not be interrupted when speaking unless it be <br />to call him to order, or as herein otherwise provided. If a member, while speaking, <br />be called to order he shall cease speaking until the question of order be determined, <br />and, if in order, he shall be permitted to proceed. <br />D.
