-14-
REACH - a hydraulic engineering term to describe longitudinal segments
of a stream or river. A reach will generally include the segment of the
flood hazard area where £lood heights are influenced by a man-made or
natural obstruction. In an urban area, the segment of a stream or river
between two consecutive bridge crossings would typically constitute a reach.
REGIONAI, FLOOD - a flood which is representative oP large floods known to
have occurred generally in the area and reasonably characteristic o£ what
can be expected to occur on a particular stream. The regional £lood
generally has a frequency approximately 100 years as is determined by an
analysis o£ £loods in a particular stream and other streams in the same
general region.
REGIONAL FLOOD PLAIN - the area inundated by the regional flood (100 year
frequency £lood). This is the flood plain area which shall be regulated
by the standards and criteria in this Ordinance.
FLOOD PROTECTION ELEVATION - the elevation to which uses regulated by this
Ordinance are required to be elevated or flood proofed.
STRUCTURE - anything constructed or erected, on the qround, or attached to
the ground including but without limitation to buildings, factories, sheds,
cabins, mobile homes, and other similar uses.
SECTION 12.0 EMERGENCY
Council declares this to be an emergency ordinance necessary for
the preservation o£ the public peace, health and sa£ety, such emergency
arising out of the necessity to minimize flood losses resulting from periodic
inundation without undue delay, in order to correct a situation now deemed
undesirable; wherefore, this Ordinance shall take eEfect and be in £orce £rom
and after its passage and approval by the Mayor.
Passed: December 20, 1976
Attest:
CLERK OF COUNCIL
?
App J o - 76
MA
