' Ordinance No. 76-25 Introduced by: Mr. Barclay AN ORDINANCE ESTABLISHING INSULATION REQUIRE- MENTS OF STRUCTURES, REPEALING ORDINANCE N0. 75-25, AND DECLARING AN EMERGENCY WHEREAS, the Council has heretofore, by proper legislation, established insulation requirements for dwelling structures; and WHEREAS, this Council desires to revise said requirements and make them appli- cable to all structures; Now, therefore, BE IT ORDAINED BY THE COUNCIL OF MAYFIELD VILLAGE, CUYAHOGA COUNTY, OHIO, THAT: Section 1. Every new structure, and every new addition to a structure, shall have properly installed thermal insulation with the minimum resistance factor R-19, in or under the roof above the uppermost ceiling of the structure, and shall have pro- perly installed thermal insulation with a minimum resistance factor R-11 in the outer- most exterior walls and walls and Ploors separating imheated spaces from heated spaces. All exterior windows and doors to receive glazing shall be glazed with insulated glass units consisting of two lights of glass with a sealed air space between. Section 2. This Ordinance shall not apply to greenhouses or additions thereto ? or to residential additions, provided, however, that said greenhouse or residential addition is not being heated. If such greenhouse or residential addition will be heated, either at the time of construction or subsequent thereto, the requirements of this Ordinance are mandatory. Section 3. This Ordinance is declared to be an emergency measure necessary for the preservation of the public welfare and safety of the citizens of Mayfield Village, Ohio, and provided that it receives two-thirds vote of all members of Council elected thereto, shall be in full force and effect from and after the date of its passage; otherwise to be in full force and effect from and after the earliest period allowed by law.
