The Clerk-Treasurer is hereby authorized to cause said easements to be recorded in the office of the Recorder of Cuyahoga County. Section 3. This Ordinance is hereby declared to be an emergency measure necessary for the immediate preservation of the public peace, health, safety and welfare of the Village of Mayfield and its inhabitants in order to prevent imminent flooding of homes in a large area of the Village, and this Ordinance shall be in full force and effect from and after the date of ite passage.
