<br />' Section 6. No person shall sell or offer for sale, barter or
<br />I exchange or solicit the purchase of any goods, wares, or merchandise in
<br />! or upon the streets, whether dedicated or undedicated,or other public
<br />places within the Village, unless he is the holder of a permit, which is
<br />in full force and effect, and issued pursuant to the provisions of this
<br />Ordinance, which permit such person shall at all times have with him
<br />I while exercising such calling, and shall exhibit such permit to any police
<br />~ officer or official of this Village, upon demand. Such permit shall be
<br />obtained from the Chief of Police, and shall furnish the follocaing in-
<br />formation: full name of registrant and local address, if any; permanent
<br />home address; a physical description of the applicant, setting forth age,
<br />height, weight, color of hair and eyes, and sex; motor vehicle registration
<br />number; social security number, if any; nature of goods, wares and merchan-
<br />t dise offered for sale; name and address of the firm for or on whose behalf
<br />the sales are made; a statement as to the period during which the applicant
<br />~ intends to make such sales; and a specimen of the applicant's signature.
<br />The Chief of Police or his authorized representative may require that such
<br />applicant be fingerprinted and/or photographed for the records of the
<br />police department, to determine the reputation and record, if any, of the
<br />applicant. Such applicant shall be issued a permit if the Chief of Police
<br />I or his authorized representative is satisfied as to the authority or
<br />employment, bona fide intentions, and good reputation of the applicant,
<br />and if the applicant is of good moral character. Any permit granted
<br />hereunder may be revoked by the Chief of Police for furnishing false in-
<br />~ formation in connection with the registrant's application, or for the
<br />~ subsequent conviction of the registrant or a crime involving moral tur-
<br />pitude, or upon proof that the applicant has been guilty of disorderly
<br />conduct, fraud or misrepresentation in connection with his business, or
<br />~ for the violation of any Ordinance of the Village of Mayfield. The sum
<br />~ ~ of $ 25100 shall accompany each application for a permit. Every
<br />ti,
<br />~ permit shall expire on the 31st of December, after the date of its issue,
<br />~ but may be renecaed in the same manner that it was originally issued.
<br />Section 7. Whoever sells or offers for sale any goods, wares
<br />or merchandise, in or upon the streets, whether dedicated or undedicated,
<br />or other public places within the Village of Mayfield, without holding
<br />a valid permit as required hereunder; whoever shall violate any of the
<br />provisions of this Ordinance, shall be guilty of misdemeanor, and any
<br />~ person found guilty thereof shall be punished by a fine not exceeding
<br />$100,00, or be imprisoned not more than three days, or both, and shall
<br />' stand committed until such-£ine is paid, and each days violation shall
<br />constitute a separate offense.
<br />Section 8. This Ordinance is hereby declared to be an emergency
<br />measure, necessary for the immediate preservation of the public peace, health,
<br />safety and welfare of the Village of Mayfield and its inhabitants, in order
<br />to protect children and other residents from traffic hazards caused by
<br />peddling on the streets, and in order to protect the residents against fraud,
<br />misrepresentation and ~sorderly conduct on the part of peddlers. This
