ORDINANCE N0. 1969- 12 <br />BY: MR. Schmidt <br />AN ORDINANCE MAKING IT UNLAWFUL DELIBERATELY TO SMELL OR IN- <br />HALE NARCOTICS, DRUGS, NAIL POLISH, GLUE OR ANY OTHER NOXIOUS <br />SUBSTANCE OR CHEMICALS WHICH CAUSE CONDITIONS OF INTORICATION <br />INEBRIATION, EXCITEMENT, STUPEFACTION OR DULLING OF THE~BRAIN <br />OR NERVOUS SYSTEM, AND PROVIDING A PENALTY THEREOF, AND DECLAR- <br />ING AN EMERGENCY. <br />BE IT ORDAINED BY THE COUNCIL OF THE VILLAGE OF HAYFIELD, CUYAHOGA <br />COUNTY, OHIO, THAT: <br />Section 1. Harmful Inhalants. It shall be unlawful for any person <br />deliberately to smell or inhale such excessive quantities of any narcotics, <br />drugs, or any other noxious substances or chemicals containing any ketones, <br />aldehydes, organic acetates, ether, chlorinated hydrocarbons, or any other <br />substance containing solvents releasing toxic vapors, as cause conditions <br />of intoxication, inebriation, excitement, stupefaction or dulling of the brain <br />or nervous system. This section applies with particularity to finger nail <br />polish, model airplane flue or any other substance or chemical which has the <br />aforementioned effect upon the brain or nervous system when smelled or inhaled. <br />Section 2. Penalty. Any person violating this section shall be <br />guilty of a misdemeanor, and upon conviction thereof, shall be fined not less <br />than $25.00 nor more than $100.00 for the first offense, and not less than <br />$50.00, nor more than $200.00 for each subsequent offense. <br />Section 3.
