SCiSfIDT <br />AN ORDINANCE REGULATING AND IfAINTAINING ORDER IN AND AROUND <br />PUBLIC PORTIONS OF SHOPPING CENTERS, BUSINESS CENTERS, SCHOOL <br />YARDS, CHURCH YARDS, PARKING LOTS AND OTHER PUBLIC PLACES AND <br />PROVIDING A PENALTY FOR VIOLATION. <br />WHEREAS, Council has been advised that shopping centers, business <br />centers, school yards, church yards, parking lots and other public places in <br />the Village of Mayfield have been and could be scenes for loitering, drag <br />racing and racing of motorcycles, littering on the sidewalks and the use of <br />abusive and obscene language in such public places, thereby endangering the <br />safety, convenience and caelfare of shoppers and other persons frequenting <br />and making use of the facilities of such public places, and <br />WfiEREAS, Council has determined that it is necessary to regulate and <br />maintain order in and around the public places hereinabove described. <br />NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE VILLAGE OF MAY- <br />FIELD, CUYAHOGA COUNTY, OHIO, THAT: <br />Section 1. No person shall, on the public portions of any shopping <br />center, business center, school yard, church yard, parking lot or other public <br />place within the Village of Mayfield, or on the driveways, sidewalks, malls, <br />arcades, service areas and entrance ways into stores and buildings in such areas: <br />(1) Race the motor of any vehicle,. needlessly bring to <br />a sudden start or stop any motor vehicle, blocr any horn of any motor vehicle <br />needlessly, engage in any race with another vehicle so as to create a nuisance <br />or a disturbance or so as to annoy or endanger any person or persons or other <br />vehicle lawfully in such place. <br />(2) Assemble or congregate with one or more other <br />persons in any of the places above-described for the purpose of loitering or <br />acting in any manner cahich will obstruct, impede or interfere with the free <br />passage of other pedestrians and vehicles using said area. <br />(3) In the presence or hearing of another person, curse. <br />or abuse such person, or use any violent abusive language or obscene language <br />to such person, concerning such person or any member of his family, under circum- <br />stances reasonably calculated to provoke a breach of the peace, yell, shout, <br />use obscene, vulgar or indecent language, scaear or curse or yell or shriek in <br />a manner calculated to disturb the peace and quiet of other persons lawfully <br />in said area. <br />(4) Harass by any means, bother or injure any other <br />person or persons in such area, by making loud or indecent suggestions, either <br />by oral expressions or by a physical act. <br /> <br />
