That the Director of Highways shall be the issuing authority <br />for permits to use or occupy interstate highway right-of-way and permits <br />for the movement of oversize and overweight loads over interstate hightaays. <br />Sec. 4. That traffic control lights will not be installed at the <br />inL-ersections of ramp terminals and the local streets without prior approval <br />by the State. <br />Sec. 5.
