1313.03 APPEAL. <br />Any applicant to whom a certificate of registration has been denied, suspended or <br />revoked, by the Building Commissioner may, within ten days, appeal such decision of the <br />Building Commissioner to Council, which shall promptly hear the evidence of the applicant and <br />of the Commissioner, and which may, at the conclusion of such hearing, sustain, reverse or <br />modify the decision of the Commissioner. The appeal shall be in writing and shall be filed with <br />the Clerk of Council who shall report the filing of such appeal and transmit all papers for filing <br />to Council at its next regular meeting. <br />(Ord. 89-8. Passed 5-15-89). <br />1313.04 RENEWAL AND FEE. <br />The certificate of registration shall be valid for the calendar year in which issued and <br />shall be renewed annually thereafter. A fee as provided in Section 1309.05 shall be paid at the <br />time of original issuance and at each renewal thereafter. <br />(Ord. 77-15. Passed 4-18-77.) <br />1313.05 INSURANCE. <br />Each applicant for a certificate of registration shall furnish evidence of insurance for <br />bodily injury and for property damages in the amounts set forth in Chapter 1309. <br />1313.06. REVOCATION AND SUSPENSION. <br />The certificate of registration may be revoked at any time by the Building Commissioner <br />for violation of any law of the State or the Municipality, any rule or regulation prescribed <br />thereunder or any reasonable order of the Building Commissioner made pursuant thereto. Such <br />license may be renewed upon further application and upon satisfactory recommendation by the <br />City Inspector to the Building Commissioner that any necessary corrections have been made or <br />violations abated, and upon reasonable assurance of compliance with such laws, regulations and <br />orders. <br />Should the Building Commissioner determine that a person to whom a certificate of <br />registration has been issued has failed to complete items of work specified in conjunction with <br />the issuance of a conditional occupancy permit pursuant to Section 1309.04 of the Building Code <br />within the time specified in such conditional occupancy permit, weather permitting, the <br />Commissioner shall suspend the registration of the contractor to perform any additional <br />construction within the City. The suspension shall remain in effect until the incomplete items of <br />the conditional occupancy permit have been corrected or completed and a certificate of <br />occupancy has been issued for the residential dwelling or other class of building pursuant to <br />Section 1309.02 of the Building Code. <br />(Ord. 89-8. Passed 5-15-88.) <br />1313.07 EXCEPTION. <br />The provisions of this chapter shall not apply to a homeowner desiring to perform work <br />on his own premises. However, such homeowner shall submit an affidavit to the Building <br />Commissioner stating exactly the nature and extent of the work to be performed by the <br />homeowner himself. <br />
