RESOLUTION NO. 2017-09 <br />INTRODUCED BY: Mayor Bodnar and Council as a Whole <br />A RESOLUTION OF SUPPORT <br />BY HAYFIELD VILLAGE, OHIO FOR <br />THE RENEWAL OF THE CLEVELAND-CUYAHOGA COUNTY <br />PORT AUTHORITY OPERATING LEVY <br />WHEREAS, The Cleveland-Cuyahoga County Port Authority (hereinafter, the "Port") <br />connects Northeast Ohio to global markets; and <br />WHEREAS, The Port annually handles 13.3 million tons of cargo through 850 vessel and <br />barge calls, and in the last decade, cargo activity has increased by more than 4 million tons; and <br />WHEREAS, The Port drives more than $3.5 billion in economic activity every year and <br />supports snore than 20,000 good jobs, up by 3,000 in the last decade. <br />WHEREAS, The Port fights to keep Cuyahoga County's greatest assets, our river, harbor, <br />and lake, clean; and <br />WHEREAS, The Port is the only county public body solely & specifically devoted to <br />economic development; and <br />WHEREAS, The Port connects key projects to private investment through its development <br />financing program, which has brought in more than $3.6 billion in private investment. <br />WHEREAS, Since 1993, the Port has financed 123 major projects including the Rock and <br />Roll Hall of Fame & Museum, the Cleveland Museum of Art, Flats East Bank Project, Eaton, and <br />more; and <br />WHEREAS, The Port's operating levy is the smallest countywide property tax levy, and <br />still the same 0.13 mills it was in 1968, only $3.50 per year for every $100,00 home value, which <br />provides 35% of the Port's operating budget; and <br />WHEREAS, for each dollar that taxpayers invest, the Port Authority supports $1,094 in <br />economic activity, more than a 100,000% return on investment; and <br />WHEREAS, Economic activity supported by the Port produces more than $140 million <br />annually in state and local taxes, helping fund critical services; and <br />WHEREAS, The renewal of the Port Authority's operating levy, on the ballot in Cuyahoga <br />County on November 7, 2017, will NOT raise taxes on residents but will simply maintain the <br />current level of funding for another five years. - <br />
