RESOLUTION NO. 2015-06 <br />INTRODUCED BY: Mayor Rinker and Council as a Whole <br />A RESOLUTION OF INTENT TO ENTER INTO <br />AN AGREEMENT WITH CUYAHOGA COUNTY AND <br />CUYAHOGA COUNTY EMERGENCY COMMUNICATIONS SYSTEM (CECOMS) <br />AND AUTI30RIZING THE MAYOR AND PRESIDENT OF COUNCIL <br />TO ENTER INTO AN AGREEMENT WITH CUYAHOGA COUNTY <br />FOR THE TRANSFER OF RESPONSIBILITY FOR <br />EMERGENCY DISPATCH FROM MAYFIELD VILLAGE <br />TO THE CUYAHOGA COUNTY EMERGENCY <br />COMMUNICATIONS SYSTEM (CECOMS) <br />WHEREAS, Ohio's General Assembly has passed House Bill 360 which progressively limits <br />the number of PSAPs (public safety answering points) in each eounty for which disbursements from <br />the 9-1-1 charges may be used, ultimately limiting the number to three PSAPs in 2018 (or four <br />PSAPs if the county includes a municipal corporation with a population of more than 175,000). <br />WHEREAS, Mayfield Village deems it necessary to consolidate the dispatch center to <br />comply with State-mandated legislation and that consolidation will provide regionalization and <br />efficiency. <br />WHEREAS, Mayfield Village has diligently reviewed and research different proposals <br />involving consolidated dispatch for Mayfield Village. <br />WHEREAS, Mayfield Village finds that entering into an agreement with Cuyahoga County <br />and the Cuyahoga County Emergency Communications System (CECOMS) and accepting their <br />proposal to provide dispatch services for Mayfield Village will not only offer an improved service to <br />the residents of Mayfield Village through emergency medical dispatching but also provide a <br />significant cost savings to resident taxpayers. <br />NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF MAYFIELD VILLAGE, <br />OHIO, THAT: <br />SECTION 1. Council hereby affirms its intent, interest and commitment to accept the <br />dispatch services proposal provided by Cuyahoga County and CECOMS attached hereto and <br />incorporated herein by reference as Exhibit "A". <br />SECTION 2. Council hereby authorizes the Mayor and President of Council to enter into an <br />agreement with Cuyahoga County for the transfer of responsibility for emergency dispatch from <br />Mayfield Village to the Cuyahoga County Emergency Communications System, attached hereto and <br />incorporated herein by reference as Exhibit "B". <br />SECTION 3. That the Director of Finance is authorized to make payment to Cuyahoga <br />County for the regionalized dispatch services.
