Cuyahoga County and the Cuyahoga Emergency Communications System (CECOMS) propose to <br />provide dispatch services to Mayfield Village (referred to within this proposal as "MV"). <br />Under this proposal CECOMS will provide the following services: <br />1. CECOMS will assume responsibility for answering all MV incoming 9-1-1, seven digit, <br />wireless, and landline calls and dispatching the appropriate resources. CECOMS will <br />answer and transfer (as needed) all administrative calls. <br />2. CECOMS will monitor MV assigned radio channels and will provide designated <br />dispatchers to monitor those channels. <br />3. CECOMS will assume responsibility for hiring and training all call-takers and dispatchers. <br />Training of dispatchers will include Public Safety Tele-communicator Training and <br />Emergency Medical Dispatching. Additionally, training will include Mayfield Village <br />policies/procedures agreed upon by all involved. All dispatchers (new and existing), <br />shall participate in periodic ride-along with police and fire departments. <br />4. It is understood that MV provides unique dispatch services to its residents and the <br />community, which may be over and above basic emergency dispatch services. CECOMS <br />will assume the responsibility to provide the following services: <br />a. Release of Knox box. <br />b. Code Red Emergency and Weather Notification. <br />c. MARCS-In-Schools catch radio for all Mayfield School district buildings <br />c. Amber Alerts. <br />d. Telecommunications Device for the Deaf (TDD). <br />e. Maintaining active House-watch and "special attention" lists. <br />f. Utilize Gmail for police/fire department paging. <br />g. MV Service Department em.ergency call-out. <br />h. Maintaining active contact list for residents with special needs. <br />i. Maintaining a"deer kill" call list. <br />j. Contact utility companies (CEI, Dominion, Time Warner, etc.) directly. <br />1. Contact MV animal warden as needed. <br />5. CECOMS assumes all responsibility for entry, cancellation and validation of all NCIC <br />entries, including but not limited to warrants, missing persons, Temporary Protection <br />Orders, stolen vehicles, BOLOs, and all-points bulletins. MV shall have the option and <br />ability to disconnect their existing LEADS connection and utilize CECOMS' existing LEADS <br />line for all LEADS/NCIC queries at the MV police station.
