RESOLUTION N0.2014-14 <br />INTRODUCED BY: Mayor Rinker and Council as a Whole <br />AN EMERGENCY RESOLUTION <br />AUTHORIZING THE MAYOR AND PRESIDENT OF COUNCIL <br />TO ENTER INTO A MUTUAL EXCHANGE OF SERVICES AGREEMENT <br />WITH HAYFIELD HEIGHTS AND HIGHLAND HEIGHTS, OHIO <br />FOR LIFEGUARD SERVICES. <br />WHEREAS, it is the expressed desire of Mayfield Village, Mayfield Heights, and Highland <br />Heights, Ohio to enter into a mutual exchange of services agreement for the interchange of reciprocal <br />emergency management assistance or aid in the form of lifeguard services between and among their <br />municipalities, as deemed necessary, on an as needed basis, and situations contemplated under Ohio <br />Revised Code § 5502.29 including, but not limited to, a Planned Event as defined by O.R.C. <br />WHEREAS, this mutual exchange of services agreement will provide Mayfield Village, <br />Mayfield Heights, and Highland Heights, Ohio the access to each other's lifeguard staff, for Planned <br />Events and as deemed necessary, on an as needed basis, and as agreed between the municipalities, as <br />the need may arise within the respective individual jurisdictions wherein current staffmg is deemed <br />inadequate; and <br />WHEREAS, this mutual exchange of services agreement will allow for the provision of <br />reciprocal services across jurisdictional lines, enhance the capabilities of each community to provide <br />lifeguard staff to meet staffing requirements and extend recreational pool access through Labor Day <br />weekend for at least one (1) of the three (3) municipal pools. <br />NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF HAYFIELD VILLAGE, <br />OHIO, THAT: <br />SECTION 1. Council hereby authorizes the Mayor and President of Council to enter into an <br />agreement substantially in the form attached hereto and incorporated herein by reference as Exhibit <br />"A" on behalf of the Village with Mayfield Heights and Highland Heights, Ohio for the purpose of <br />providing the interchange of reciprocal emergency management assistance or aid in the form of <br />lifeguard services between and among their Municipalities. <br />
