The participating municipalities further agree that the Fire Chiefs from the <br />participating municipalities shall apgoint a Strike Force Director from 'one of the <br />participati.ng municipalities based on an affirmative vote of 2/3rds of the Fire <br />Chiefs. The tenure of the Strike Force Director shall be ongoing unless the Fire <br />Chiefs of the participating municipalities remove the commanding officer by a <br />vote of 2/3rds. The Strike Force Dizector shall be responsible for the organization <br />and training of the members.of the Hillcrest Regional Fire Investigation Strike <br />Force, as well as establishing guidelines and levels of training to be followed. <br />The Strike Force Director shall also be authorized to appoint an assistant director <br />andlor an administrative assistant as deemed necessary by the Strike Force <br />Director. The Strike Force Director shall also be authorized to apply for and <br />coordinate grant fundi.ng or other financial assistance as the Strike Force Director <br />deems appropriate and necessary. Additionally, the Director shall prepaze the <br />annual budget for the Hillcrest Regional Fire Investigation Strilce Force and <br />submit if to the Fire Cluefs for their review. <br />3. Each of the participating municipalities agree to bear the costs of salary, training, <br />insurance, workezs' compensation, the purchase and maintenance of protective <br />equipment, the purchase and maintenance of alerting and communications <br />equipment, the purchase and maintenance of unifornis, mileage and any other <br />costs or benefits for that participating municipality's investigators. The <br />participating municipalities agree unless otherwise set forth to the contrary <br />specifically herein, each participating munioipality shall be required to share <br />equally in all costs and to contribute equally, funds required and necessary for the <br />establishment supplies, equipment, training, maintenance and on-going needs of <br />the Hillcrest Regional Fire Investigation Strike Force. The participating <br />municipalities.further agree to jointly prepare and share iu the costs of prepazation <br />of standazd operating procedures, tra.ining and development. <br />4. Each participating municipaliTy shall be assessed an annual membership fee for <br />supplies, equipment, training, maintenance and other on-going needs of the Strike <br />Force. This changeable fee shall be deternuned by a 2/3 vote of the Fire Chief s of <br />the participating municipalities as detailed in Addendum "A" of this document. <br />The annual.membership fee shall be paid effective January 1' of each year. <br />5. The participating municipalities further agree that a maintenance account shall be <br />established which shall be maintained by the City of Mayfield Heights to be used <br />for ongoing routine expense items, equipment, supplies, training, and <br />maintenance. Any interest which accrues with respect to the mai.ntenance account <br />shall go into the maintenance account. In the event that an unforeseen expense <br />occurs which exhausts the balance of the account, each of the participating <br />municipaliti.es shall be assessed an equal amount to pay for any current <br />outstanding expense items and/or to fiuther replenish this account with the <br />amount determined by a 2/3 vote of the Fire Chief s of the participating , <br />Page 2 of 9
