,~ <br />RESOLUTION 2011-04 <br />INTRODUCED BY: Mayor Rinker and Council as Whole <br />AN EMERGENCY RESOLUTION <br />URGING THE OHIO LEGISLATURE <br />TO AMEND CERTAIN PROVISIONS OF HB 114 <br />TO REINSTATE THE FUNDING FOR THE <br />OHIO PUBLIC WORKS COMMISSION (OPWC) <br />STATE CAPITAL IMPROVEMENTS PROGRAM <br />(SLIP) AND REVOLVING LOAN PROGRAM (RLP) <br />TO THEIR PREVIOUS LEVELS. <br />WHEREAS, pending legislation in Columbus in the form of HB 114 may <br />eliminate the funding for OPWC's SCIP and RLP which would reduce funds available for <br />all OPWC and DOPWIC projects by an incredible 75%; and <br />WHEREAS, in reviewing the current version of HB 114, the funds for SCIP and <br />RLP are simply not there, and what appears to be most devastating for local municipalities <br />is that the funding for all SCIP and RLP loan projects for Year 25, would have been <br />available on July 1, 2011, will not be available; and <br />WHEREAS, the money for SLIP and RLP projects was appropriated in the last <br />session of the State Legislature, but that funding bill was never passed. This money was <br />supposed to be appropriated in the current session of the State Legislature, but to date this <br />has not been accomplished; and <br />WHEREAS, the net effect of the actions and inactions of the State Legislature <br />means that OPWC projects that are currently under design or budgeted for 2011wi11 be <br />missing this critical funding source; and <br />WHEREAS, the voters of Ohio approved Issue 2 and then Issue 1 to provide <br />money specifically for local governments to rebuild their infrastructure which is currently <br />being denied by the State Legislature in the form of HB 114: <br />NOW THEREFORE, BE IT RESOLVED BY THE COUNCIL OF <br />MAYFIELD VILLAGE, COUNTY OF CUYAHOGA, and STATE OF OHIO, <br />THAT: <br />SECTION 1. The Mayor and Council of Mayfield Village, Ohio hereby urge the <br />Ohio State Legislature to amend the provisions of HB 114 to reinstate the funding for SCIP <br />and RLP projects to their previous levels and honor the voters' intentions in the adoption <br />of Issue 2 and then Issue 1 for the funding of infrastructure capital improvement projects. <br />
