RESOLUTION NO. 2010-07 <br />INTRODUCED BY: Mayor Rinker and Council as a Whole <br />AN EMERGENCY RESOLUTION <br />AUTHORIZING THE MAYOR AND THE DIRECTOR OF FINANCE <br />TO FILE AN APPLICATION WITH THE <br />NORTHEAST OHIO AREAWIDE COORDINATING AGENCY ("NOACA") <br />FOR FUNDS THROUGH THE <br />TRANSPORTATION ENHANCEMENT GRANT PROGRAM. <br />WHEREAS, local agencies in governments within the NOACA region are eligible to <br />receive Federal Aid Transportation Funds by submitting an application for transportation <br />enhancement activities; and <br />WHEREAS, transportation enhancement activities offer funding opportunities to help <br />expand transportation choices and enhance the transportation experiences through 13 eligible <br />transportation enhancement activities related to surface transportation, including pedestrian and <br />bicycle infrastructure and safety programs, scenic and historic programs, landscaping, and scenic <br />beautification, historic preservation, and environmental mitigations; and <br />WHEREAS, projects eligible must benefit or enhance trips by foot, bicycle, automobile, <br />or other means and are particularly worthwhile if they enhance intermodal linkages; and <br />WHEREAS, the Village has developed a Greenway Corridor Masterplan which includes <br />the construction of hike and bike trails throughout the Village; and <br />WHEREAS, the Village deems it in its best interest in the Village and its residents to <br />submit an application to NOACA for the Transportation Enhancement Funds for use in <br />implementing the Greenway Corridor Masterplan in the Village. <br />NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF MAYFIELD <br />VILLAGE, OHIO, THAT: <br />SECTION 1. The Mayor and Director of Finance are hereby authorized to file an <br />application with NOACA for funds through the Transportation Enhancement Grant Program and <br />to commit a 20% match of local funds toward the total project cost. <br />SECTION 2. The Mayor and Director of Finance are further authorized to enter into any <br />additional agreements as may be necessary or appropriate for obtaining the financial assistance <br />requested through the filing of the application. <br />SECTION 3. The Council finds and determines that all formal actions of the Council <br />relating to the adoption of this Resolution have been taken at open meetings of this Council; and <br />that deliberations of this Council and of its committees, resulting in such formal action, took place <br />
