ORDINANCE NO. 2004-46 INTRODUCED 13Y: Mayor Rinker and Council as a Whole AN EMERGENCY ORDINANCE,.. ADOPTING THE 2020 VISION PLAN FOR THE VILLAGE WHEREAS, pursuant to a directive of the Village's Planning Commission and the 2020 Commission, a 2020 Vision Plan, also referred to as the Master Plan has been developed; and WHEREAS, the Plan was developed after numerous public meetings, requests for official comment, discussions and review; and WHEREAS, the 2020 Vision Plan was recommended for adoption by the Planning Commission on July 12, 2004, and as such, Village Council, based upon such recommendation, wishes to adopt the 2020 Vision Plan as the Village's Master Plan, defined pursuant to Codified Ordinance 1113.15(®). IdOW, THEREFORE, BE IT OR®AINED BY THE COUNCIL OF HAYFIELD VILLAGE, OHIO THAT: SECTION 1. Village Council hereby and herein adopts the 2020 Vision Plan, attached hereto and incorporated herein as Exhibit "A" to act as the Village's Master Plan, and shall be used as the Village's chief policy instrument for the administration of zoning and subdivision regulations, the location and classification of streets; the location and construction of public buildings and related community facilities and infrastructure, the acquisition and development of parks and open spaces; and the initiation of new programs to address immunity needs. SECTION 2. Village Council acknowledges and states that the effect of adopting the 2020 Vision Ilan will not change any Village Ordinances.or honing Regulations and shah be used solely as a tool for future development in the Voltage and to revise, amend, adopt or justify ordinances, including, zoning regulations the Village finds appropriate. SECTION 3. The Council finds and determines that all formal actions of this Council relating to the adoption of this Ordinance have been taken at open meetings of this Council; and that deliberations of this Council and of its committees, resulting in such formal action, took place in meetings open to the public, .m corra~liance with all ~tat~tory ~ega~irer~aents inbluding the requirements of Section 121.22 of the Ohio Revised Code.
