RESOLUTION NO. 2004-26 <br />Introduced by Mayor Rinker and Council as a Whole. <br />A RESOLUTION IN SUPPORT OF THE 5.5 MILL LEVY <br />FOR THE MAYFIELD CITY SCHOOL DISTRICT <br />WHEREAS, on 'I?,iesday, November 2, 2004, the Mayfield City Schools <br />will have a 5.5 mill levy on the ballot; and <br />WHEREAS, Mayfield students earned a perfect 18 of 18 score on the <br />Ohio Report Card from the Ohio Council of Education and Mayfield is one of 73 <br />of Ohio's 604 school districts to earn an "Excellent" rating; and <br />WHEREAS, Mayfield has one of the strongest honors and advanced <br />placement programs in the area and had six National Merit Finalists and nine <br />Commended Students last year; and <br />WHEREAS, Mayfield's Office of the Treasurer has received seven <br />consecutive awards for excellence in audits and accounting practice; and <br />WHEREAS, in all of Cuyahoga County, Mayfield School District ranks 27 <br />of 31 in the amount of effective millage being taxed, representing a significantly <br />lower tax for Mayfield Village residents compared to most Cuyahoga County <br />School Districts; and <br />WHEREAS, Mayfield School Disfrict is 10th in the county in its per pupil <br />cost for administrators and has a lower number of administrators compared to <br />other suburban districts and currently has the same number of administrators <br />paid out of district funds as it did in 1998-99; and <br />WHEREAS, all school districts are experiencing more expenditures than <br />revenue at the end of a levy funding cycle by reason of Ohio's House Bill 920 <br />which requires a millage rollback decreasing the amount of actual millage on <br />residential property at the end of a levy cycle, for the purpose of stabilizing the <br />actual dollars and mandating that they remain the same despite an increase in <br />the value of residential property; and
