v RESOLUTION NO. 2004-30 INTRODUCED BY: Mayor Rinker and Council as a Whole AN EMERGENCY RESOLUTION EXPRESSING OPPOSITION TO THE DRAFT HEALTH CARE PRESERVATION PLAN PROPOSED BY OPERS WHEREAS, OPERS has recently drafted a proposed health care preservation plan ("HCPP") to preserve future healthcare benefits for retirees; and WHEREAS, pursuant to HCPP draft, current retirees and current employees are negatively impacted; and WHEREAS, any and all changes made pursuant to the HCPP should not adversely impact any current retirees or current employees, rather any changes should only be applied prospectively to all new hires. NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF MAYFIELD VILLAGE, OHIO THAT: SECTION 1. The Council of the Village of Mayfield wishes to express its opposition to the draft HCPP proposed by OPERS with respect to the reduction of benefits to all current retirees and current employees and urges the OPERS Retirement Board to not approve the draft HCPP to the extent that it provides for a reduction of benefits to all current retirees and current employees. SECTION 2. The Council finds and determines that all formal actions of the Council relating to the adoption of this Resolution have been taken at open meetings of this Council; and that deliberations of this Council and of its committees, resulting in such formal action, took place in meetings open to the public in compliance with all statutory requirements including the requirements of Section 121.22 of the Ohio Revised Code. SECTION 3. This Resolution is hereby declared to be an emergency measure necessary for the immediate preservation of the health, safety and welfare of the residents of Mayfield Village. It shall, therefore, take effect immediately upon passage by the affirmative vote of not less than five (5) members elected to Council and approval by the Mayor or otherwise at the earliest time allowed by law.
