Resolution No. 95-12 <br />Introduced by Mayor Bruce G. Rinker and Council as a Whole. <br />A RESOLUTION PROCLAIMING APRIL AS FAIR HOUSING MONTH <br />WHEREAS, on January .31, 1986 the Board of Commissioners of Cuyahoga <br />County, Ohio, unanimously passed resolution #605315, which urged every local <br />government to "work cooperatively in affirmatively furthering fair housing" and <br />which lent full support to "the prosecution of any acts of racial intimidation, <br />harassment or violence; and to the affirmation the civil rights of every homeseeker <br />and resident of Cuyahoga County." <br />WHEREAS, the Greater Cleveland communities have united to present a <br />collaborative effort to support April as National Fair Housing Month. <br />WHEREAS, Resolution #$4931337 dated Apri15, 1979 declared the policy and <br />intent of Cuyahoga County Board of Council Commissioners in favor of Fair and <br />Equal Opportunity in Housing in Cuyahoga County. <br />WHEREAS, recent studies have documented the continued incidence of <br />discrimination in this county's housing market and the existence of segregated <br />communities and school districts. <br />WHEREAS, there exist in this county areas which are integrating successfully <br />and in need of support to assure their continued existence as racially diverse <br />communities. <br />WHEREAS, on March 12, 1989, the 1988 Fair Housing Amendments Act <br />became effective and added two new protected classes, the familial status and the <br />handicapped. <br />NOW, THEREFORE, BE IT RESOLVED by the board of County Commissioners of <br />Cuyahoga County, Ohio, that said Board is determined to reaffirm its previously <br />stated commitment to open housing and equal housing opportunity for all of the <br />citizens in Cuyahoga County, hereby reaffirming this commitment by declaring <br />April as Fair Housing Month in Cuyahoga County. On January 17, 1994, the 65th <br />Birthday celebration of the late Dr. Martin Luther King, slain Civil Rights Leader, <br />the President of the United States passed an Executive Order to reaffirm HUD's <br />commitment to Fair Housing. In his memorandum to the heads of the Executive <br />Departments and Agencies, the President states "BY an Executive Order ("the <br />Order") I am issuing today and this memorandum, I am addressing those needs." <br />The Secretary of Housing and Urban Development and, where appropriate, the <br />Attorney General - the officials with the primary responsibility for the enforcement <br />of Federal fair housing laws--will take the lead in developing and coordinating <br />measures to carry out the purposes of this order, in order to affirmatively further <br />fair housing in all Federal programs and activities relating to Housing and Urban <br />Development throughout the United States.
