RESOLUTION NO. 95-13 <br />INTRODUCED BY: Mayor Rinker and Council as a Whole <br />A RESOLUTION <br />PETITIONING THE OHIO GENERAL ASSEMBLY <br />TO ADOPT HOMESTEAD EXEMPTION REFORM AS EMBODIED <br />IN HB117, THE 1996-97 OHIO BIENNIAL BUDGET <br />WHEREAS, the <br />and over, and tho <br />permanent disabili <br />economic inflation <br /> <br />Mayfield who are 65 <br />m working due to a <br />to the pressures of <br />WHEREAS, the age 65 and over and work disabled population of <br />Cuyahoga County totals more than 300,000 people, and Mayfield <br />Village has its proportionate share, the vast majority of whom live <br />on limited fixed retirement incomes; and <br />WHEREAS, Ohio voted real property taxes have increased 85.1% <br />which is well beyond the growth of personal income during the <br />decade ending 1993; and <br />WHEREAS, the inflation rate over the ten year period increased <br />45% in Ohio, but eligibility rules for the Homestead Exemption have <br />remained constant since the reform on 1987; and <br />WHEREAS, Governor Voinovich has taken the initiative by <br />allocating $34 million in funding in the 1996-97 Ohio Biennial <br />Budget Proposal to implement an increase in the income eligibility <br />ceiling from $16,500.00 to $20,800.00 with corresponding <br />adjustments to the intermediate brackets, which will benefit <br />approximately 11,824 households in Cuyahoga County from the onerous <br />real property tax burden facing them; and <br />WHEREAS, the Ohio House has on April 6, 1995, passed HB 117, <br />which incorporates the expansion of homestead benefits for <br />retirement age and disabled property owners. <br />NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF MAYFIELD <br />VILLAGE, OHIO, THAT: <br />SECTION 1. That the General Assembly, in its entirety, as <br />well as the Governor of the State of Ohio, are hereby petitioned by <br />the Village of Mayfield Council, the Mayor and his Administration, <br />to support and adopt the Homestead Exemption Reform as embodied in <br />HB 117, the 1996-97 Ohio Biennial Budget. <br />SECTION 2. The Clerk of Council is directed to certify a copy <br />of this Resolution to Governor Voinovich, Senator Stanley Aronoff, <br />President of the Senate, as well as Senators Drake, Kucinich, <br />Sheerer and Suhadolnik and to Senator Roy Ray, Chairperson of the <br />Senate Finance Committee. <br />citizens <br />se who <br />ty are e <br />; and <br />of the Village of <br />are prevented fro <br />specially vulnerable
