RESOLUTION NO. 95-23 <br />INTRODUCED BY: Mayor Rinker and Council as a Whole <br />AN EMERGENCY RESOLUTION <br />DESIGNATING THE MAYOR AS THE AUTHORIZED <br />SIGNATORY FOR APPLICATION TO THE WATER POLLUTION <br />CONTROL LOAN FUND (WPCLF) AND AUTHORIZING HIM <br />TO APPLY FOR A LOW INTEREST LOAN FROM THE WPCLF THROUGH <br />THE OHIO EPA AND OHIO WATER DEVELOPMENT AUTHORITY (OWDA) <br />WHEREAS, the Village is experiencing significant surface water <br />drainage problems throughout the Village; and <br />WHEREAS, it is the intention of Council to pursue low interest <br />loans for the purpose of financing surface water drainage <br />improvements throughout the Village. <br />NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF MAYFIELD <br />VILLAGE, OHIO, THAT: <br />SECTION 1. That the Mayor is hereby and herein authorized to <br />be the signatory for application to the Water Pollution Control <br />Loan Fund, and to apply for low interest loans from the WPCLF <br />through the Ohio EPA and the Ohio Water Development Authority <br />(OWDA). <br />SECTION 2. The Council finds and determines that all formal <br />actions of the Council relating to the adoption of this Resolution <br />have been taken at open meetings of this Council; and that <br />deliberations of this Council and of its committees, resulting in <br />such formal action, took place in meetings open to the public in <br />compliance with all statutory requirements including the <br />requirements of Section 121.22 of the Ohio Revised Code. <br />SECTION 3. This Resolution is hereby declared to be an <br />emergency measure necessary for the immediate preservation of the <br />health, safety and welfare of the residents of Mayfield Village. <br />It shall, therefore, take effect immediately upon passage by the <br />affirmative vote of not less than five (5) members elected to <br />Council and approval by the Mayor or otherwise at the earliest time <br />allowed by law. <br />K FIX• R, <br />Council President <br />First Reading: 34av 15 , 1995 <br />Second Reading: n/a , 1995 <br />Third Reading: n/a , 1995 <br />PASSED: ?=.Mau _15:-,; , 1995 (in title)
