RESOLUTION NO. 95- 26 <br />INTRODUCED BY: Mayor Rinker and Council as a Whole <br />AN EMERGENCY RESOLUTION <br />IN SUPPORT OF THE STATE CAPITAL IMPROVEMENTS <br />PROGRAM (ISSUE 2) AND URGING ITS REAUTHORIZATION <br />WHEREAS, in 1987 Ohioans approved State Issue 2, an amendment <br />to the Ohio.Constitution, authorizing the state to issue debt for <br />local infrastructure improvements; and <br />WHEREAS, the state can issue up to $120 million per year for <br />not more than ten years and that the total amount of debt issued <br />can not exceed $1.2 billion; and <br />WHEREAS, the state established the Ohio Public Works <br />Commission to oversee the distribution of the funds and to approve <br />projects recommended by the local district public works integrating <br />committees; and <br />WHEREAS, Cuyahoga County (District One) has received <br />approximately $117 million for road, bridge, water, sewer, <br />wastewater and solid waste projects since 1988 to assist fifty <br />communities in constructing 195 capital infrastructure projects; <br />and <br />WHEREAS, the State Capital Improvement Program has <br />demonstrated the ability of local officials to cooperatively work <br />for the improvement of the County's economic competitiveness, human <br />health and qualify of life; and <br />WHEREAS, the program will meet the debt ceiling of $1.2 <br />billion in 1996 and will be terminated. <br />NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF MAYFIELD <br />VILLAGE, OHIO, THAT: <br />SECTION 1. That the Village of Mayfield hereby recommends <br />that the State Capital Improvement Program be placed before the <br />electors of the State of Ohio for reauthorization. <br />SECTION 2. That the Village of Mayfield urges all state <br />municipal officials, citizens and businesses in Cuyahoga County to <br />support the reauthorization of the State Capital Improvements <br />Program. <br />SECTION 3. That a copy of this resolution be forwarded to <br />members of the Ohio General Assembly representing the Village of <br />Mayfield, Daniel Whitmire, Chairman of the Ohio Public Works <br />Commission, W. Laurence Bicking, Director of the Ohio Public Works <br />Commission, and Thomas J. Neff, Chair of the District One Public <br />Works Integrating Committee.
