RESOLUTION NO. 95-27 - <br />INTRODUCED BY: Mayor Rinker and Council as a Whole <br />AN EMERGENCY RESOLUTION <br />OPPOSING THE GOVERNOR'S PROPOSAL FOR ADDITIONAL <br />ODOT FUNDING TO BE INCLUDED IN THE ISSUE 2 RENEWAL <br />WHEREAS, Governor Voinovich has proposed that renewal of the <br />Issue 2 program and increased funding for the Ohio Department of <br />Transportation be combined into a single issue on the November <br />election ballot; and <br />WHEREAS, Senate Joint Resolution 7, now pending hearings in <br />the Ohio Senate, would place on the ballot the reauthorization of <br />an Issue 2 program for a second ten year period, and it is the <br />Governor's desire to attach to this ballot language the <br />authorization for $1.2 billion in bonds over a five year period <br />with the proceeds to be shared equally by the Issue 2 program and <br />ODOT; and <br />WHEREAS, most county commissioners, county engineers, and <br />township officials, as well as construction industry associations, <br />have supported reauthorization of the Issue 2 program, as has the <br />Village of Mayfield and many surrounding communities in Northern <br />Ohio. <br />NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF MAYFIELD <br />VILLAGE, OHIO,,THAT: <br />SECTION 1. That the Governor's proposal to attach Ohio <br />Department of Transportation funding to Joint Resolution 7, which <br />would place the reauthorization of the Issue 2 program on the <br />ballot for approval by the voters, is hereby and herein opposed. <br />The Issue 2 program is supported and should be placed on the ballot <br />by itself, and not be attached to the ODOT funding proposal. <br />SECTION 2. That the Clerk of Council is directed to certify <br />a copy of this resolution to the Governor's office, and all State <br />representatives in the Ohio Assembly whose district includes the <br />Village of Mayfield. <br />SECTION 3. The Council finds and determines that all formal <br />actions of the Council relating to the adoption of this Resolution <br />have been taken at open meetings of this Council; and that <br />deliberations of this Council and of its committees, resulting in <br />such formal action, took place in meetings open to the public in <br />compliance with all statutory requirements including the <br />requirements of Section 121.22 of the Ohio Revised Code. <br />SECTION 4. This Resolution is hereby declared to be an <br />emergency measure necessary for the immediate preservation of the <br />health, safety and welfare of the residents of Mayfield Village. <br />It shall, therefore, take effect immediately upon passage by the
